Six departments, including the Ministry of Housing and Urban-Rural Development, recently issued the Opinions on Promoting Property Service Enterprises to Develop Home-based Community Care Services, to promote and support property service enterprises to actively explore the "property service+care services" model, effectively increase the effective supply of home-based community care services, better meet the increasingly diversified and multi-level needs of the elderly, focus on solving the problems of life care and long-term care for the elderly who are old, empty-nester, solitary and disabled, and promote family happiness, neighborhood harmony and community harmony.

The "Opinions" require that the first is to fill in the shortcomings of the home community pension service facilities. Including revitalizing the existing public houses and facilities in the community, ensuring that the old-age service facilities in new residential communities meet the standards, strengthening the layout and comprehensive utilization of old-age service facilities in home communities, and promoting the aging transformation of home communities.

The second is to implement the "property service+pension service" home community pension model. Including the implementation of separate accounting for the income of old-age services, supporting the chain operation of old-age service brands, and forming a professional old-age service team.

The third is to enrich the content of home community pension services. Including supporting participation in providing services combining medical care with nursing care, supporting nutrition services and health promotion for the elderly, developing community voluntary services to help the elderly, and promoting the coordinated development of the old-age care industry.

Fourth, actively promote smart home community pension services. Including building a smart pension information platform, configuring smart pension service facilities, enriching smart pension service forms, and innovating the supply of smart pension products.

The fifth is to improve supervision and management and incentive support measures. Including strengthening the supervision of aged care services, standardizing the charging behavior of aged care services and broadening the financing channels of aged care services.
