New provisions on the charging standard of property fees in 2023

In 2023, the charging standard of property fees will be different according to the types and characteristics of properties. Property fees include public facilities maintenance fees, greening maintenance fees and cleaning fees. According to the Measures for the Administration of Property Service Charges, property service charges should follow the principles of reasonableness, openness and adaptability between charges and service levels. The property fee standard of ordinary residential quarters is determined according to the service level and the scale of the quarters, while the property fee standard of high-grade residential quarters may be higher. In the community where the owners' committee has not been established, the property fee shall be charged according to the government-guided price. In the community where the owners' committee is established, the owners' committee will negotiate with the property company to determine the charging standard of property fees.
