Regulations of Zhanjiang Municipality on the Construction and Management of Full-time Fire Brigade
The term "full-time fire brigade" as mentioned in these Provisions includes full-time government fire brigade and full-time unit fire brigade; Full-time firefighters include full-time firefighters and fire clerks.
The term "full-time government fire brigade" as mentioned in these Provisions refers to a team engaged in fire fighting, emergency rescue and other fire fighting work, which is set up by the people's governments (administrative committees) of cities and counties (cities, districts), township people's governments, sub-district offices and the administrative committees of various parks; It is divided into the full-time fire brigade of the municipal government set up by the people's government of the city or county (city, district) or the subdistrict office to undertake the fire fighting and rescue task in the urban built-up area and the full-time fire brigade of the township government set up by the township people's government to undertake the fire fighting and rescue task in the township area.
The term "full-time fire brigade" as mentioned in these Provisions refers to the team established by enterprises and institutions to engage in fire fighting and emergency rescue. Article 3 The municipal, county (city, district) people's governments (administrative committees), township people's governments, sub-district offices and the administrative committees of various parks shall, in accordance with the provisions of the Standards for the Construction of Urban Fire Stations, the Standards for Township Fire Brigade, the Measures for the Administration of Local Fire Fighting Funds and the Standards for the Equipping of Technical Equipment for Fire Fighting Supervision, formulate the construction and development plans and annual implementation plans of full-time government fire brigades, and make overall arrangements for the daily operation of full-time government fire brigades.
The unit is responsible for the funds required by the full-time fire brigade. Article 4 The construction and management of full-time government fire brigades shall adhere to the policy of government leading, combining specialized groups, making overall plans for development and covering urban and rural areas, and follow the following principles:
(1) Having the conditions for the registration of public institutions as legal persons, and applying for the registration of public institutions as legal persons according to law;
(two) the implementation of the labor contract system, and gradually incorporated into the business management according to the actual situation in the region;
(3) The funds are guaranteed by finance. Fifth full-time fire brigade shall accept the business guidance and dispatching command of the fire control institutions of public security organs. Chapter II Key Points of Construction Article 6 The construction of urban fire stations is mainly based on active public security teams. In areas that cannot be covered by the active public security fire brigade, a single or mixed full-time fire brigade of the city government shall be established; In the near future, if the "Standards for the Construction of Urban Fire Stations" cannot be reached, a duty detachment can be set up first to meet the daily fire fighting and rescue duty requirements. Seventh municipal government full-time fire brigade construction should be based on the county (city, district) people's government (CMC) as the main body, meet the following requirements:
(a) the team (station) layout is determined according to the principle that the fire brigade can reach the edge of the jurisdiction within five minutes after receiving the dispatching instruction;
(two) the area of the jurisdiction is determined according to not more than 7 square kilometers (not more than 15 square kilometers in the suburbs), or the city fire risk is determined by evaluation method;
(three) the team members are on duty alone or mixed with active fire officers and soldiers. Eighth township government full-time fire brigade construction should be based on the township people's government as the main body, in accordance with the same period of the city's fire work plan to determine the task of full-time fire brigade construction of township government; Divided into first-class and second-class township government full-time fire brigade and township volunteer fire brigade, built according to the following standards:
(a) the number of full-time fire brigades of the first-class township government shall be no less than fifteen, the land area for barracks shall be no less than 1,200 square meters, and the water tank foam fire truck shall be no less than two;
(2) The number of full-time fire brigades of the secondary township government is not less than ten, the land area of barracks is not less than 800 square meters, and the water tank foam fire truck is not less than one;
(3) There shall be no less than 8 members of the township volunteer fire brigade, no less than 300 square meters of land for barracks and no less than 1 vehicle for water tank foam fire truck;
(four) drivers should be full-time, and the number should not be less than twice that of fire-fighting vehicles on duty;
(5) Fire engines on duty shall be equipped, and full-time firefighters shall be equipped with basic protective equipment.
If the number of recruited players can't meet the requirements of team building, the township people's government or the relevant staff of the local police station and the auxiliary police shall serve concurrently after passing the training, but each team shall have no less than 2 full-time management and training personnel.
Barracks and storage rooms can be combined. If the barracks cannot be solved in a short period of time, they can be co-located with the police station under their jurisdiction for office training, or set up office training places in qualified functional departments such as township governments; You can also rent a relatively stable office training place. Article 9 The main body of the full-time fire brigade of a unit is an enterprise or institution. The following units shall establish a full-time fire brigade in accordance with the provisions, equipped with corresponding personnel, equipment, training facilities and stations and other facilities:
(1) The operating units of large nuclear facilities such as nuclear power plants shall follow the Regulations on Fire Safety Supervision and Management of Nuclear Power Plants (Kekefa [2006]1191) and the Code for Fire Protection of Nuclear Power Plants (EJ/T 1082).
(2) Large thermal power plants, hydropower plants and new energy plants shall establish full-time fire brigades in accordance with the Measures for the Supervision and Administration of Electric Power Safety Production (DecreeNo. 102). Development and Reform Commission 2 1), Code for Fire Protection Design of Thermal Power Plants and Substations (GB50229) and Code for Fire Protection Design of Water Conservancy and Hydropower Engineering (SDJ 278);
(3) A civil airport shall set up a full-time fire brigade in accordance with the provisions of Fire Fighting Facilities in Flight Area of Civil Air Transport Airport (MH/T70 15) and Fire Fighting Equipment in Fire Station of Civil Air Transport Airport (MH/T 7002);
(IV) Large port enterprises in major ports that meet the requirements of team building shall comply with the Layout and Construction Standard for Port Fire Stations (Trial) ((88) Jiao Gong An Zi 170), General Design Code for Seaports (JTS-20 13) and Implementation Measures for Port Fire Supervision (Order of the Ministry of Communications [
(5) Large enterprises that produce and store inflammable and explosive dangerous chemicals should comply with Code for Fire Protection Design of Petrochemical Enterprises (GB50 160), Code for Construction of Fire Station in Oil and Gas Fields (SY/T6670), Code for Fire Protection Design of Petroleum and Natural Gas Engineering (GB50 183) and Code for Design of Oil Depot (GB 50183).
(6) Large warehouses and bases for storing flammable and combustible important materials shall conform to the National Measures for the Safety and Security of Material Reserve Warehouse (OrderNo. 12 of the Development and Reform Commission and the Ministry of Public Security), Regulations on the Management of Warehouse Fire Safety (Order No.6 of the Ministry of Public Security) and Construction Standards for Cotton and Hemp Warehouse (J.O. [2002] 178).
(7) Liquor, iron and steel metallurgy, tobacco and other enterprises should comply with the Code for Fire Protection Design of Wineries (GB50694), Code for Fire Protection Design of Iron and Steel Metallurgical Enterprises (GB504 14), Regulations on Fire Safety Management of Tobacco Industry (OrderNo. 1No. of State Tobacco Monopoly Bureau and Ministry of Public Security) and Code for Design of Cigarette Factory.
(8) Other large-scale enterprises other than the above-mentioned enterprises, which have greater fire risk and are far away from public security fire brigades or full-time government fire brigades, shall establish full-time fire brigades in accordance with relevant national and local regulations and relevant industry and system standards.
The enterprises and institutions listed in the preceding paragraph set up full-time fire brigades, and the relevant state ministries and commissions have existing management regulations, which shall prevail.
The term "large enterprises" as mentioned in the preceding paragraph refers to enterprises that exceed the upper limit of medium-sized enterprises in the Regulation on Classification Standards for Small and Medium-sized Enterprises (Ministry of Industry and Information Technology Lianqi [20165438] No.300); "Away from the public security fire brigade or the government full-time fire brigade" means that it takes more than five minutes for the public security fire brigade and the government full-time fire brigade to reach the enterprise after receiving the dispatching instruction according to the construction standards of urban fire stations.
