How to write a good community implementation plan

In order to speed up the construction of a harmonious community and lay a solid foundation for a harmonious society, according to the spirit of Opinions on Deepening Community Construction and Creating a Harmonious Community (No.32 [2005] of the Fourth Committee), the district committee and government decided to comprehensively promote the software upgrade and hardware transformation of 9 1 community in three years to continuously improve the level of community construction. In order to further strengthen the construction of a harmonious community, the following implementation plans are put forward.

I. Guiding ideology and basic principles

(A) the guiding ideology

Guided by the spirit of the 16th National Congress of the Communist Party of China and the Third and Fourth Plenary Sessions of the 16th National Congress, according to the requirements of Scientific Outlook on Development, based on the construction of grass-roots organizations, with the goal of building a harmonious society, we should improve the organization, system, community environment, community functions, and strive to build a new type of community with democracy and the rule of law, which is honest, friendly, stable and orderly, perfect in service, beautiful in environment, convenient in life and harmonious in interpersonal relationships, so as to create a living environment for residents to live and work in peace and contentment.

(2) Basic principles

1, people-oriented, serving residents. Taking creating a good living environment and improving the quality of life of residents as the starting point and the end result of the work, and taking residents' satisfaction as the fundamental standard to measure the effectiveness of the work. At the same time, the proposal of the renovation scheme of the soft and hard environment in each community adheres to the standard of people's satisfaction, and the neighborhood Committee will listen to the opinions of residents extensively before determining the specific work plan.

2, overall arrangement, step by step implementation. According to the actual situation of each street and community, we will make overall arrangements, do what we can and implement it step by step. We will build a number of standard communities every year and focus on building a number of demonstration communities.

3, resources * * * enjoy, * * in * * *. Mobilize organs, social organizations, enterprises and institutions, new economic and social organizations and community residents to participate in community construction, maximize the enjoyment of community resources, and create a good atmosphere built on * * *.

4. Improve facilities and strengthen management. Combining the construction of community cultural activity centers and the transformation of small streets and alleys, focusing on community infrastructure construction and comprehensive environmental improvement, we will continuously improve the basic conditions of community work and residents' lives. At the same time, functional departments and streets should implement the daily work of urban management to the community and effectively strengthen management; Community neighborhood committees should strengthen the daily management of community environmental facilities.

5. Classified construction and comprehensive promotion. Do a good job in community transformation and upgrading according to the classification of different types of communities, and comprehensively promote the construction of all communities in the region to meet the standards on the basis of consolidating the original bright communities and in accordance with the standards of harmonious communities.

6, clear responsibilities, grasp the * * * tube. All streets and functional departments should clarify their responsibilities, earnestly take responsibility, cooperate with each other, support each other, and form a joint effort.

Second, the overall goal and work steps

(A) the overall goal

Through three years' efforts, all communities have reached the evaluation standard of harmonious communities, and basically formed a strong and coordinated organizational system, an orderly and clean living environment, a safe and stable social order and a good public order, a widely mobilized sense of participation, honesty and mutual assistance, unity and friendship, rich and healthy cultural life, complete services and perfect mechanisms, and smooth channels.

(2) Working steps

1, the publicity was launched (July 2005). Use a month's time to conduct a thorough investigation on the construction of harmonious communities, formulate the implementation plan, evaluation criteria and related supporting documents for the construction of harmonious communities, do a good job in propaganda and mobilization, and fully mobilize the enthusiasm and initiative of all sectors of society to participate in the construction of harmonious communities.

2. Organize implementation (end of 2005 -2007). From 2005, according to the evaluation standard of harmonious community construction, it took three years to upgrade the software and transform the hardware of all communities in the whole region. The first stage is before the end of 2005, with municipal civilized communities as the main body, completing the upgrading and transformation of about 20 communities; In 2006, the second stage is to complete the upgrading of about 40 communities with district-level civilized communities as the main body; 2007 is the third stage, and the upgrading of other communities will be completed. Each street should make corresponding plans and arrangements according to the actual situation.

3 declaration and acceptance (at the end of each year). After the completion of each stage of the task, the community will report the relevant application materials to the street for preliminary examination on the basis of self-examination, and then report them to the office of the leading group for building a harmonious community in the district. On the basis of listening to reports, consulting materials, on-the-spot investigation and questionnaire survey, the office of the leading group for building a harmonious community in the district will make an evaluation according to professional appraisal and residents' evaluation, and according to the evaluation standards for building a harmonious community. Communities that meet the standards will be accepted at three levels: excellent, good and qualified, and awarded "

4. Commendation and reward (end of 2007). After the upgrading and transformation of all communities are completed, the district leading group for harmonious community construction will commend and reward "outstanding contribution units" and "advanced individuals in harmonious community construction" who actively participate in and make outstanding contributions to the construction of harmonious communities, and name a number of "harmonious community demonstration sites" on the basis of merit.

(3) Classification arrangement

1, Old Town Community. For areas that have been included in the old city transformation plan in the past three years, we will intensify the transformation work and complete the task of reaching the standard in the process of old city transformation. For areas that have not been transformed recently, based on the existing conditions, do a good job in environmental improvement and improve the quality of life of residents. Actively explore ways and means to extend property management to residential areas in the old city. Study and introduce relevant systems to strictly regulate the real estate management of streets and neighborhood committees.

2. New residential areas. The key point is to establish organizations, improve systems, improve service systems, standardize property management, strive to explore effective ways of close cooperation between property companies and community neighborhood committees, and do a good job in the acceptance of new residential quarters in strict accordance with relevant documents, so that community organizations can perform their duties, coordinate and cooperate with each other and serve residents.

3. "Village in the city" community. Take the community planning management as the focus of urban planning management, prevent private houses from being built indiscriminately, and resolutely put an end to new illegal buildings. At the same time, combined with the transformation of old villages, demolition of illegal buildings, improvement of community hardware facilities, improvement of community organization system, and improvement of community construction level.

Three. Main tasks and priorities

1, improve the organizational network. In accordance with the provisions of the establishment of community party organizations, fully equipped with strong leadership, comprehensively promote the "one tube, three belts and one connection" community party member education management brand, and give full play to the leading core role of community party organizations. Improve community residents' autonomous organizations and guide neighborhood committees to conscientiously perform their autonomous functions. Improve community service organizations, orderly develop non-governmental organizations and social intermediary organizations, and make them an important support and participation force in the construction of harmonious communities. Establish a community resource integration mechanism, effectively integrate all kinds of associations, groups and intermediary organizations in the community, realize complementary advantages and form a joint force. At the same time, strengthen the training of community workers and comprehensively improve the comprehensive quality of community workers. District Civil Affairs Bureau should insist on comprehensive training for community workers every year; Relevant departments should organize classified training in combination with business work; All streets should focus on work and strengthen regular training. Establish a reward and punishment mechanism and a democratic appraisal mechanism for professional social workers to enhance their vitality. Expand all kinds of volunteer service teams and organize convenience services on a regular basis.

2. Expand grassroots democracy. On the basis of people's evaluation of people, people's evaluation of politics and people's evaluation of officials' "three evaluations", we will establish and improve the "three meetings" system of democratic hearing, government affairs appraisal meeting and contradiction coordination meeting, resolve conflicts of interest through consultation, and at the same time promote the scientific and democratic decision-making of the government, earnestly implement the principle of "open government affairs, open government affairs, open finance and democratic supervision", regularly announce the situation of community public affairs and financial revenue and expenditure, and consciously accept the supervision of the masses.

3. Strictly standardize management. Further improve the rules of procedure, "three meetings and one lesson", financial management and other systems of community party organization committees, and improve community work procedures. Explore the establishment of a consultation and dialogue mechanism, coordinate the relationship between community party organizations, neighborhood committees, owners' committees and property management companies, and promote standardized community management. Strengthen the publicity and education of residents, constantly improve the quality of residents, enhance residents' awareness of * * building * *, and promote community management. Neighborhood committees should formulate annual work plans and residents' conventions suitable for their communities, and formulate and conscientiously implement the work codes of neighborhood committees.

4. Improve hardware facilities. Intensify the construction of community hardware supporting facilities, and solve the problem of community office and activity space by changing (expanding) construction, adjusting use, replacement, repayment, misappropriation, etc. Combined with the reform of urban management system, we will do a good job in the acceptance of new residential quarters in strict accordance with relevant documents to ensure that 5‰ public facilities are in place. Further improve the functions of community public service centers and community affairs acceptance centers, generally establish community schools (teaching points), vigorously strengthen the construction of community culture, sports facilities and residents' fitness paths, and rebuild (expand) community cultural activity centers to continuously meet the growing spiritual and cultural needs of residents.

5. Improve the living environment. First, in residential buildings, community squares and other areas, planning and construction of green spaces, gardens, sculptures and other landscape and leisure activities; Streets and communities should strengthen the maintenance and management of built green spaces and trees, mobilize community residents and party member to adopt green spaces and trees actively, and consciously protect flower beds and green spaces. Second, it takes three years to complete the hardening transformation of all the small streets and alleys in the whole region; In-depth development of "two noes, three modernizations" community creation activities, and increase the efforts to clean up illegal buildings. The third is to strengthen the management of domestic garbage collection and transportation, and realize the garbage removal without landing; Gradually add garbage bins in residential areas; Comprehensively investigate and clean up the sanitary corner of the community; Fully implement the "three guarantees in front of the door" and rectify the phenomenon of parking, building, posting and setting up stalls. The fourth is to further improve the lighting facilities in community squares, buildings and other areas.
