After the collective evaluation of the members of the evaluation team, the opinions on whether to enjoy the subsistence allowance can be formed, and those who meet the conditions will be publicized in the community for more than seven days. After the masses have no objection, the qualified personnel will be notified of the preliminary examination and instructed to fill in the Application and Approval Form for Minimum Living Security for Urban Residents, which will be signed by the community neighborhood committee and stamped with the official seal, and then submitted to the township and sub-district offices together with all the information.

The questionnaire for applying for the minimum living guarantee for urban residents' families shall be filled in by the community neighborhood committee, requiring "whoever enters the household, who checks, who signs and who is responsible". The survey results should be signed by both the household investigator and the surveyed households for confirmation.

(three) township, street office audit. Villages and towns, street offices and subsistence allowances audit committees shall review the application materials submitted by community neighborhood committees and conduct household verification. After verification and examination, the applicant shall be publicized for more than seven days. The people have no objection, signed by the main leaders of the review committee, and stamped the materials and reported to the Municipal Civil Affairs Bureau.

(4) Examination and approval by the Civil Affairs Bureau.
