Most of the projects are very nervous when they are near the delivery, and there is a long list of acceptance waiting for them. Do you know how much acceptance is required for the final delivery of a project? Based on my daily experience in reading project plans, this paper sorts out the acceptance of ordinary residential projects (excluding internal control acceptance, only referring to the acceptance of foreign units). Due to the lack of on-site experience, please correct me if there are any mistakes.

1. Pile foundation stage: after the completion of pile foundation construction, it is necessary to ask the pile foundation testing unit to carry out pile foundation testing and acceptance, and the next step can only be carried out after passing the test.

Second, the main project stage: intermediate structure acceptance. After the construction of the main structure is completed, the intermediate structure needs to be accepted. Only after the intermediate structure is qualified, can it enter the next stage of decoration engineering construction. Generally, the acceptance of the main project is attended by five responsible parties, and the supervision procedures of the quality supervision station where the project is located. The entity depends on whether the concrete is damaged (such as rebound and drilling sampling) and the detection of the protective layer of steel bar. The information in the industry should have the factory certificate of materials, witness sampling records, retest reports, concrete and mortar strength evaluation, welding test reports, and acceptance sheets of inspection lots of various disciplines, etc. , and obtain the acceptance report of the intermediate structure (sealed by the Quartet). Only when the main body is qualified can the construction in the decoration stage be carried out.

III. Various tests and acceptance before completion and delivery

1. Termite acceptance: acceptance shall be conducted by the termite control center. After the on-site backfill is completed, the termite control certificate can be obtained by completing the control chemicals and paying the corresponding fees.

2. Place name acceptance: the place name office of the acceptance unit. Speaking of the acceptance of place names, it seems simple, but it is still easy to make mistakes. In the past, we had a project, and the construction number was inconsistent with the sales number. The building number on the house was the construction number when it was delivered later, but no one ever found it. I didn't find the mistake until it was about to be delivered. As a result, the room numbers of nearly a thousand households have to be rectified and replaced, and the project is very large, which increases the cost. We have another project, the construction number is different from the sales number. The construction number is used in planning, the construction number entered into the basic area data of erp system is the sales number, the construction number adopted by the planning node, and the sales module in erp system is also the sales number. Finally, there was an error in the statistics. A building number gets the pre-sale certificate, the planning node maintains the project number 5# building, and the sales system enters the room number 6# building. Sales were good at that time, but they were basically gone.

Therefore, in the early stage of the project, we must pay attention to the building number and unify the number of each business line to avoid unnecessary trouble and increase workload and cost.

3. Power check: The power supply bureau checks the power, and the power can only be officially turned on after it is qualified.

4. Official water supply: The water supply company can not officially connect the water until it is qualified.

6. Household acceptance: The quality supervision station conducts acceptance, and randomly checks several households for acceptance, including the flatness and verticality of walls and floors, the angle of yin and yang, the size of suites, the quality of railings, guardrails, glass and plastering, and the leakage of doors, windows, balconies, terraces, kitchens, bathrooms, window sills, water supply and drainage, switches, sockets and lamps. Water and electricity should be formally connected in advance.

7. Traffic police (traffic) acceptance: The traffic police brigade completes the marking of parking spaces, municipal roads, traffic facilities and traffic signs in the basement project, checks the number of parking spaces, and obtains the acceptance certificate after passing the acceptance.

8. Area measurement: the real estate surveying and mapping unit carries out area measurement, completes the single construction of site conditions, and marks parking spaces. Planning and real estate report must be checked with each other, and an area mapping report shall be issued.

9. Planning surveying and mapping: The planning surveying and mapping unit conducts surveying and mapping, including area, comprehensive pipeline and greening, and issues area index measurement report, pipeline completion measurement report and greening completion measurement report.

10. Land surveying and mapping: The land surveying and mapping unit will conduct surveying and mapping, plot surveying and mapping, land red line review, underground parking lot surveying and mapping, and issue surveying and mapping results.

20. Fire fighting acceptance: the precondition is that the water supply and electricity supply are officially completed, the installation of fire fighting facilities is completed, the fire fighting test is completed, and the municipal landscape, climbing surface and fire escape are set up. Obtain a fire protection certificate.

Only after the acceptance is qualified can the completion be put on record.

28. Acceptance of archives: Acceptance of archives: General archives can carry out preliminary inspection in advance, so that archives staff can check for leaks and fill vacancies, and then finally accept them, so as to avoid having no time to fill in the information before filing is completed.

Long-term archives management should attach importance to and standardize the collection and arrangement of archival materials, and start planned collection and sales six months before the completion of filing. Had a painful lesson, we have a project because we didn't attach great importance to archives in the process of development and construction, and many important originals were lost. Later, when the project was completed and accepted, the originals couldn't be found, so it was difficult to reissue them (people moved, even the signer couldn't be found), and it took a lot of energy to reissue materials, which was very thrilling), and almost because of data problems, the completion record could not be completed as planned.

29、? Completion filing: The Housing and Construction Bureau has obtained the legal documents for completion filing and can hand over the house. Important acceptances to be completed before completion filing include: planning acceptance, greening acceptance, water supply, electric power acceptance, civil air defense acceptance, fire protection acceptance, quality and safety supervision acceptance (completion acceptance), and file acceptance.

Completion filing is the first step of delivery, and the delivery conditions in the legal sense can only be met after it is obtained, even though some work on site may not be satisfactory to customers, so this node is particularly important. Some projects have to give up some sub-items for acceptance in order to grab the completion record. This is the last resort. Delayed delivery requires compensation, but it must be said that the risk of doing so is very great. For example, the fire inspection of a swimming pool of a project was abandoned at the time of the fire inspection, and some work items such as area measurement and land measurement were rushed for completion and filing, but like an invisible bomb, there were pits that could be struck by lightning at any time, which eventually popped up when the property right certificate was issued after delivery, so it was difficult to get the property right certificate.

Fourth, after delivery

Handling of real estate license: generally, the sales contract stipulates that it shall be handled within 90 days after the delivery of the house, and some sales contracts may stipulate half a year, depending on the contract signed with the customer at that time. The promotion of the title certificate is that all the sub-items of acceptance and surveying and mapping have been completed. Only when the developer's property right certificate is obtained can the small owner obtain the property right certificate, so that the owner's house can be regarded as property right.

This node is also very important for developers. If the extension is required according to the sales agreement, compensation will be needed, because it will affect the owner's real estate license, and then affect the owner's interests, such as the school district owner's children going to school, settling down and so on.

5. Generally speaking, in the process of project construction and development, the scheme change can be minimized to avoid a large number of pits in the later acceptance. If it is not necessary to change the design, it is necessary to record and replace the relevant information in time to ensure the closed loop of the government approval process, and it is very difficult to remedy after the completion acceptance.
