Shandong Provincial Department of Housing and Urban-Rural Development (hereinafter referred to as the Provincial Department of Housing and Urban-Rural Development) is a department of the provincial government, which is the main hall level.

The Provincial Department of Housing and Urban-Rural Development implements the principles, policies and decision-making arrangements of the CPC Central Committee on housing and urban-rural construction, implements the work requirements of the provincial party committee, and adheres to and strengthens the Party's centralized and unified leadership over housing and urban-rural construction in the process of performing its duties. The main responsibilities are:

(a) the implementation of housing and urban and rural construction laws and regulations, drafting local laws and government regulations in the field of housing and urban and rural construction. Draw up the development strategy and plan of housing and urban and rural construction in the whole province and organize their implementation. To study and put forward policy suggestions on major issues of housing and urban and rural construction. Cooperate with relevant departments to optimize the business environment.

(two) responsible for promoting the construction of new urbanization, improve the quality of urbanization. Organize research on new urbanization strategy and put forward policy suggestions to accelerate new urbanization. Organize the formulation of new urbanization development plans and supporting measures, and urge the implementation of relevant policies for new urbanization development.

(three) to undertake the responsibility of promoting building energy conservation and urban emission reduction, formulate building energy conservation policies, plan and supervise the implementation in conjunction with relevant departments, and organize the implementation of major building energy conservation projects. To formulate scientific and technological development plans and policies for housing and urban and rural construction and supervise their implementation.

(four) to guide the construction activities in the province, and organize the implementation of supervision and law enforcement on the bidding activities of housing construction and municipal engineering projects. Responsible for the supervision and management of the construction market in the province, organize the formulation of rules and regulations to regulate the behavior of all parties in the construction market and supervise the implementation. Organize and coordinate construction enterprises to participate in international project contracting and construction labor cooperation.

(five) to organize the implementation of national standards, national unified quotas and industry standards in the implementation stage of engineering construction. Formulate local standards for the implementation stage of the province's engineering construction, and formulate and issue a unified quota for the province's engineering construction. Guide and supervise the implementation of various construction standards and quotas and project cost valuation, and organize the release of project cost information.

(six) to undertake the responsibility of quality and safety supervision of construction projects, organize the formulation of policies, rules and regulations on construction project quality, construction safety production and completion acceptance, and supervise the implementation. Organize the formulation of technical policies for the construction industry and guide their implementation.

(seven) the formulation of the province's urban design, urban survey and engineering survey and design industry, engineering seismic fortification related policies and supervise the implementation. Prepare the earthquake-resistant and disaster-prevention plan for urban and rural construction and supervise its implementation. Responsible for the supervision and management of fire protection design review, construction drawing review and standard design in the field of housing and urban and rural construction. Responsible for the protection of outstanding historical buildings and urban sculptures, and responsible for the protection, supervision and management of historical and cultural cities (towns and villages) and blocks in conjunction with relevant departments.

(eight) to guide the management of urban construction, formulate relevant policies for the management of urban construction in the province and supervise the implementation. Strengthen the guidance on urban municipal utilities, city appearance and environmental sanitation, landscaping, urban construction archives, etc. Innovate the urban management system, deepen the reform of urban law enforcement system and strengthen the guidance of urban management law enforcement.

(nine) responsible for formulating policies for the construction of villages and small towns and guiding their implementation. Guide the rural housing construction, rural housing safety and reconstruction of dangerous houses, and the pilot work of village and town construction. Guide the improvement of human settlements ecological environment in small towns.

(ten) to formulate the industry development plan and industrial policy of the province's real estate industry and organize their implementation. Responsible for regulating the real estate market order, organizing the formulation of real estate market supervision policies and supervising their implementation. Formulate the province's real estate development, housing transactions, housing leasing, housing area management, real estate valuation.

Price, housing intermediary management, state-owned land housing expropriation and compensation rules and regulations and supervise the implementation, guide and supervise the management of housing property rights. Responsible for the construction of personal housing information system. Cooperate with relevant departments to guide housing registration.

(eleven) to be responsible for the housing security work of lower-middle-income and low-income families in cities and towns, to study and formulate relevant policies, plans and supervise the implementation of housing security in the province. In conjunction with relevant departments, do a good job in funding arrangements for the central and provincial urban affordable housing projects and supervise their implementation. Cooperate with relevant departments to promote the reform of the housing system in the province.

(twelve) to formulate the development plans and standards of the property service industry, formulate relevant policies on property management and supervise the implementation. Strengthen the supervision and management of the business activities of property service enterprises, organize the formulation of rules and regulations for the deposit and use of special housing maintenance funds, and supervise the implementation. Guide the delivery management of public property and public facilities.

(thirteen) responsible for the supervision and management of housing provident fund, in conjunction with relevant departments to formulate housing provident fund policies, development plans and organize their implementation. Formulate the deposit, use, management and supervision system of housing provident fund. Supervise the management, use and safety of housing provident fund and other housing funds in the province.

(fourteen) responsible for the formulation of policies and standards related to administrative law enforcement, the investigation and handling of major cases and the organization and coordination of cross-regional law enforcement, focusing on the exercise of law enforcement responsibilities clearly defined by provincial laws and regulations, and supervising and guiding the administrative law enforcement work in cities and counties.

(fifteen) responsible for the construction of talent team in the field of housing and urban and rural construction in the province, and carry out exchanges and cooperation in housing and urban and rural construction. Responsible for cooperating with relevant departments to guide the party building work of social organizations in this industry.

(sixteen) to complete other tasks assigned by the provincial party committee and the provincial government.

(17) functional transformation. In accordance with the decision-making arrangements of the CPC Central Committee and the State Council on transforming government functions, deepening decentralization, strengthening supervision, improving service reform, and deepening convenience examination and approval services, we will conscientiously implement the requirements of the provincial party Committee and the provincial government on deepening the reform of "doing a good job at one time" and organize and promote the transformation and construction of government functions in this system

New supervision mechanism, innovative supervision methods, implementation of supervision responsibilities, exploration of smart supervision, inclusive and prudent supervision, and improvement of fairness, standardization and conciseness of supervision. Promote the construction of government service information platform and credit system in the field of housing and urban and rural construction in the province, and improve the efficiency and quality of government service.

(18) Division of responsibilities.

1. Preliminary design and budget approval of government-invested capital construction projects. The Provincial Department of Housing and Urban-Rural Development is responsible for the preliminary design approval, and cooperates with the Provincial Development and Reform Commission to approve the budget proposal. In the early stage, the provincial development and reform commission took the lead in organizing the review of budget proposals, and approved them in conjunction with the provincial housing and urban-rural development department, and participated in the preliminary design work.

2. About saving water. The Provincial Water Resources Department is responsible for the unified management and supervision of water conservation, drafting local laws and regulations on water conservation, formulating water conservation policies, formulating water conservation plans, formulating relevant standards, guiding and promoting the construction of a water-saving society, formulating water total control, quota management and planned water use systems and organizing their implementation, and jointly with relevant departments, formulating the main indicators for the development, utilization and conservation and protection of water resources in various places.

Evaluate the actual situation. The Provincial Department of Housing and Urban-Rural Development is responsible for guiding urban water conservation work, participating in the formulation of local laws, plans and policies on water conservation, formulating water conservation systems, methods and specific standards for urban construction and municipal public facilities according to water conservation policies, plans and standards, and implementing the requirements of urban water conservation work.

3. On the improvement of rural human settlements. The Provincial Department of Agriculture and Rural Affairs is responsible for taking the lead in organizing the improvement of rural human settlements in the province. The Provincial Department of Housing and Urban-Rural Development is responsible for improving the rural living environment.
