Nanjing Xuanwu District Housing and Construction Bureau (Nanjing Xuanwu District Housing and Construction Bureau Working Committee) Main responsibilities (1) Implement national, provincial and municipal policies, laws and regulations on urban planning and construction, real estate management and house demolition. Responsible for coordinating housing security and urban construction in the whole region.

Participate in the management of urban planning within the regional scope, cooperate with relevant departments to prepare regional plans such as urban planning and land planning, and take the lead in organizing the preparation of recent construction plans and annual task plans.

Centralized management of district-level urban construction objectives. Strengthen the overall coordination of key projects.

(two) to coordinate and organize the whole region to promote the reform of the housing system and the construction of affordable housing, guide, supervise and coordinate the construction of affordable housing, arrange funds for affordable housing and supervise the use.

(three) responsible for the business guidance, supervision and inspection of the property management industry in this area; Assist superior business departments to investigate and deal with illegal acts in property management and standardize the property management market in the whole region.

Responsible for the supervision and management of housing safety in the whole region and the preliminary examination of administrative license for housing structure change in the whole region. Organize the implementation of new residential quarters, housing renovation and renovation of dilapidated houses.

Responsible for the administrative management of the property rights of the houses directly under the jurisdiction of the whole region, and handle the management work such as takeover, sale and change of the right to use. Implement the policy of private saving left over from history and check and deal with religious real estate.

(four) to undertake the demolition tasks assigned by the policy and the demolition entrusted by the construction unit, and to supervise, guide and coordinate the demolition of houses under construction in the whole region. Coordinate the contradictions in the process of demolition, construction, completion and house takeover of various development units.

(five) responsible for the filing, certification and daily management of rental houses in the whole region; Responsible for the tax collection, policy publicity and daily investigation and management of lessors in the whole region, as well as the annual inspection and daily management of the qualifications of real estate brokers and real estate brokers in the whole region.

(six) to undertake the responsibility for the construction of municipal roads, rivers, gardens, greening, sanitation and scenic spots in the whole region. Preparation of urban construction investment project proposal, project feasibility study report, preliminary design, budget estimate and project cost, and cooperation with relevant departments to do a good job in project approval and final accounts audit.

Organize, coordinate and make overall arrangements for project construction. Cooperate with the completion acceptance and handover of municipal projects and take the lead in district-level projects.

(seven) responsible for the bidding management of the following projects in the whole region. Supervise and manage the construction and bidding activities of urban construction projects.

To examine and approve applications for building houses by the following units (including regional units), urban residents and farmers within the jurisdiction, and to manage and supervise the examination and approval items.

(eight) to implement the relevant rules and regulations on the quality management and safety production of urban construction projects. In accordance with the relevant laws and regulations on production safety, be responsible for the safety production management responsibilities of construction projects within the jurisdiction of the Housing and Construction Bureau, and undertake the relevant responsibilities of the district safety production management responsibility network.

Cooperate with relevant departments to investigate and deal with major quality and safety accidents in urban construction projects.

(nine) to undertake the responsibility of promoting the building energy conservation and the scientific and technological progress of the building system in the whole region. Guide the management of building energy efficiency, the innovation of wall materials and the management of building scientific and technological achievements, and promote the demonstration work of renewable energy building application.

Implement the relevant provisions on seismic fortification of various buildings and their ancillary facilities and municipal facilities.

(ten) in conjunction with the District Finance Bureau to balance the capital needs of urban planning and construction. Responsible for raising funds for key projects of urban and rural housing construction in cities and districts, and rationally allocating funds.

(eleven) to participate in public emergency rescue duties, to participate in the investigation and handling of major accidents in public utilities and emergency management.

(twelve) to undertake the duties of the office of the District Urban Greening Committee and cooperate with the flood control and typhoon prevention work within its jurisdiction.

(thirteen) the leadership system of party building work. Responsible for the systematic management of Party organizations and party member, the construction of spiritual civilization, the construction of a clean and honest party style, discipline inspection and supervision, the United front, associations, staff education, the Communist Youth League and other work.

Responsible for system emergency management and safety work, coordinate and handle letters, visits and petitions from the masses; Carry out systematic legal system construction and civilization creation; Responsible for the macro-management of the construction of systematic cadres and talent teams; Responsible for the management of bureau cadres and the management of leading bodies, institutions and personnel of directly affiliated units; Responsible for the service of retired cadres.
