My opinion on grid governance: concrete suggestions on community grid management

1. Popularize grid management. In view of the complex population composition of street communities and the great pressure of social management, it is suggested to summarize the experience and gains of grid management of urban communities in Tianjiaan District, which can be popularized in the whole city when conditions are ripe. At present, the scale of urban communities is too large to carry out refined social management. For example, some communities in Tianjiaan District have nearly 10,000 residents, which is difficult for social neighborhood committees to take care of. It is reasonable to divide the grid into 1 0,000 people. Grid is not only the subdivision of management field, but also the change of service concept. Community workers have changed from waiting for people to take the initiative to serve, from sitting in the office to regularly patrolling the grid to solve problems at any time.

2. Formulate guiding policies. At present, the city has not yet issued a guiding document on the grid work of community management. The exploration of streets and communities is limited to their own understanding, experience and reference to foreign practices. There are some problems in the work, such as unbalanced development, inconsistent understanding and irregular operation. It is suggested that on the basis of in-depth investigation and analysis, our city should come up with suggestions to promote the grid work of community management as soon as possible, formulate supporting plans, clarify the grid division standards, work responsibility identification, assessment and supervision system, carrying functions, investment guarantee and other contents, and guide the grid work of community management into a standardized and rapid development track. The new policy should solve some specific problems, such as: the wage standard of community workers is not lower than the local average wage level in principle; The government should introduce property management into old residential areas, strengthen the supervision power of social neighborhood committees on property management through policies and regulations, and earnestly safeguard the interests of residents.

3. Integrate resources within the community. The grid work of community management is comprehensive and involves a wide range, so we must work hard to integrate resources and strengthen the grassroots. In view of the fact that the community undertakes a lot of administrative work, it is suggested to add community workstations at the community level to form a "troika" of community party organizations, community neighborhood committees and community workstations. Community party organizations are the core, community committees are autonomous, and community workstations undertake the daily work of community service management and the work assigned by the government. In terms of work operation, social neighborhood committees are responsible for "discussion", community workstations are responsible for "travel", and "troika" personnel cross posts, regardless of division of labor. At the same time, it is necessary to break the management and identity restrictions of the relevant departments of the streets and communities, and delegate the authority of management, use, deployment and assessment to the streets to avoid the disadvantages of "multiple heads" and maximize the vitality of existing human resources. In addition, strengthen the government's social management function, integrate public management service resources, and coordinate all kinds of social organizations, unemployed party member, mass organizations, volunteer teams, resident units, public security resources and service institutions to participate in the management grid, so as to form a joint force to promote environmental health, social security, stability, family planning and community services through the grid platform.

4. Strengthen information construction. Informatization is the key factor to improve the quality of grid management. It is suggested that our city organize forces to develop an integrated management application system of "3D digital community", build a 3D geographic information, population-based management information and 3D full-dynamic video monitoring platform by using GIS geographic information technology, traditional photography technology, simulation and live video broadcasting technology, finely integrate the responsibilities of community management grid, and establish a standardized, unified and * * * shared data management and service platform for street and community work.
