The main responsibilities of Liaocheng Education Bureau

The Municipal Education Bureau is the municipal government department in charge of the city’s education work.

(1) Implement the party and the country’s education guidelines, policies, laws and regulations, study and formulate regulations and implementation opinions on the city’s education work, and supervise their implementation.

(2) Study and propose the city’s education development plan and annual plan, formulate an education system reform plan and coordinate and organize its implementation.

(3) Coordinate and manage the city’s basic education (including preschool education), vocational education and adult education, teacher education, municipal higher education, ethnic minority education and the eradication of illiteracy among young and middle-aged people; coordinate and guide the counties ( Municipal, district) and various departments organize education supervision and evaluation.

(4) Make overall plans for the layout of secondary schools and below; work with relevant departments to be responsible for the approval or review of the establishment, dissolution, merger, and name change of schools organized by social forces.

(5) Work with relevant departments to formulate methods and regulations for raising and managing education funds, education appropriations, education infrastructure investments, and education fees; monitor the raising and use of education funds in the city; compile and report municipal education funds Annual budget proposals, management of educational expenses, infrastructure investment, special funds and financial audit work of agencies and directly affiliated schools.

(6) Responsible for the management of teachers in the city, planning and guiding the construction of teaching staff in all types of schools at all levels in the city; responsible for the city's teacher qualifications, recruitment, job evaluation, continuing education, assessment and rewards and punishments in accordance with the law , work with relevant departments to implement the school's institutional establishment standards, guide the school's internal management system reform, personnel system reform, and education and teaching reform; coordinate with relevant departments to implement relevant policies and regulations such as labor wages in the education system.

(7) Responsible for the centralized management of various academic education and admissions examinations in the city; responsible for the management of student status in general high schools, secondary vocational education and adult education; guiding the consolidation and improvement of literacy and post-literacy eradication.

(8) Centrally manage the city’s employment guidance and employment system reform for normal graduates.

(9) Plan and guide the city’s educational scientific research, teaching research and teaching reform; guide high-tech application research and popularization of scientific research results in colleges and universities; organize and implement national, provincial and municipal education and scientific research projects.

(10) Entrusted by the municipal government, supervise, inspect, evaluate and guide the educational work of county (city, district) governments, educational administrative departments and schools.

(11) Responsible for the city’s educational exchanges with foreign countries and educational exchanges with Hong Kong, Macao and Taiwan, and centralized management of the city’s education system’s study abroad, acceptance of foreign students and foreign teachers.

(12) Responsible for the statistics, analysis, release of basic education information and the development and construction of information systems, and guide school physical education, art education, audio-visual education and safety and stability work.

(13) Guide the work of social groups such as education societies, associations, foundations, etc. in the city.

(14) Responsible for the city’s language management work.

(15) Undertake other matters assigned by the municipal party committee and municipal government.
