Subsidy policy and recognition conditions of high-tech enterprises in Fuyang city

According to Fuyang City's Support Policy for Promoting Scientific and Technological Innovation and Entrepreneurship, 654.38+10,000 yuan will be awarded to new high-tech enterprises that have passed the accreditation for the second time, and 200,000 yuan will be awarded to those that have passed the accreditation for three consecutive times or more. High-tech enterprises that moved to Fuyang from outside the city in the same year and are within the validity period will be rewarded with 200,000 yuan.

As a high-tech enterprise, it must meet the following conditions:

1, a resident enterprise registered and established within the administrative area of Fuyang City for more than one year.

2. The enterprise obtains the ownership of the intellectual property rights that support the core technology of its main products (services) through independent research and development, transfer, donation and merger.

3. The technology whose main products (services) play a core supporting role belongs to the scope of "high-tech fields supported by the state".

4. The proportion of scientific and technical personnel engaged in R&D and related technological innovation activities in the enterprise in the total number of employees in that year shall not be less than 10%.

5. The proportion of the total R&D expenses of the enterprise in the last three fiscal years (if the actual operating period is less than three years, it is calculated according to the actual operating time, the same below) to the total sales revenue in the same period meets the following requirements:

(1) The proportion of enterprises with sales income of less than 50 million yuan (inclusive) in the latest year is not less than 5%;

(2) The proportion of enterprises with sales income of 50 million yuan to 200 million yuan (inclusive) in the latest year is not less than 4%;

(3) The proportion of enterprises with sales income of more than 200 million yuan in the previous year shall not be less than 3%;

Among them, the total R&D expenses incurred by enterprises in China are not less than 60% of the total R&D expenses.

Declaration procedure:

(1) enterprise application

1. Enterprise self-evaluation. Enterprises should conduct self-assessment according to the relevant conditions stipulated in the "Identification Measures" and "Work Guide". If the self-assessment meets the requirements, it shall be declared in accordance with the requirements of this notice.

2. Registration statement. Enterprises log on to the government service platform of the Ministry of Science and Technology (hereinafter referred to as "State Grid", website:/) for registration, and declare after approval. Enterprises should fill in the application form for the identification of high-tech enterprises online, and upload relevant attachment certification materials as required, and complete the submission before the deadline for declaration, and will not be accepted after the deadline. For secret-related enterprises, the high-level application materials must be decrypted to ensure the security of secret-related information.

(2) Registration of intermediary institutions

Intermediaries participating in the special audit or verification of enterprise R&D expenses and high-tech products (services) income should register in the provincial network and upload the letter of commitment of intermediaries and the certification materials that meet the relevant provisions in the work guidelines (see Annex 1). If the registered intermediary agency needs to update the certification materials, re-login with the original user name and password, and upload and submit.

The science and technology departments of counties and cities shall establish a joint working mechanism with the financial and tax departments to provide good services for enterprises within their jurisdiction, carefully examine the application materials of enterprises and form recommendations. Conditional counties and cities can organize relevant business experts to guide the reporting enterprises and help them improve the quality of reporting materials. Conditional counties and cities can organize personnel to go to enterprises for on-site verification, and enterprises found in on-site verification that do not meet the reporting requirements may not be recommended to declare.

(4) Joint review and recommendation

The Municipal Science and Technology Bureau, jointly with the Municipal Finance Bureau and the Municipal Taxation Bureau, jointly review the application materials of enterprises according to the recommendation of counties and cities, conduct spot checks, form recommendations and report them. Determine the recommended enterprises in the provincial network declaration information submitted by the Municipal Science and Technology Bureau.
