Regulations of Kunming Municipality on the Administration of Dog Breeding

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the relevant laws and regulations of the State and in the light of the actual situation of this Municipality for the purpose of regulating dog-raising behavior, safeguarding citizens' health and personal safety, and protecting environmental sanitation. Article 2 Units and individuals within the administrative area of this Municipality shall abide by these Regulations.

The management of military, police, scientific research and other special dogs shall be carried out in accordance with the relevant provisions of the state. Article 3 Dog management shall follow the principle of combining government supervision, participation of grass-roots organizations and social organizations, citizen supervision and self-discipline of dog owners. Article 4 The people's governments of cities and counties (cities, districts) shall be responsible for establishing dog management institutions and organizing and coordinating the dog management within their respective administrative areas.

The public security organ is the administrative authority in charge of dog management, and shall set up a special working institution to be specifically responsible for dog management.

Agricultural (animal husbandry), urban management, industry and commerce, health and other administrative departments shall do a good job in dog management according to their respective responsibilities. Fifth dog management in accordance with the key areas and general areas to implement classified management. Key areas and general areas shall be drawn up by the Municipal Public Security Bureau and announced to the public after approval by the Municipal People's Government.

Dogs in key areas are subject to compulsory immunization and registration system. Dogs in general areas are subject to compulsory immunization system. Article 6 The Municipal People's Government shall set up a dog reception center. County (city, district) people's government set up a dog reception center according to the management needs.

The dog reception center is responsible for receiving and confiscating dogs, which shall be managed by the public security organs and the administrative departments of agriculture (animal husbandry) in accordance with their duties. Chapter II Administrative Duties Article 7 Duties of public security organs:

(a) for the "dog registration certificate";

(two) to investigate and deal with illegal acts such as raising dogs without a license, illegally taking dogs out, hurting dogs, barking and disturbing people;

(three) responsible for the management of dog detention center;

(four) the establishment of dog information management system;

(5) Accepting abandoned and ownerless dogs. Eighth responsibilities of the administrative department of agriculture (animal husbandry):

(a) the establishment of animal epidemic immunization stations (points), quarantine and immunization of dogs, and investigate and deal with violations of the "People's Republic of China (PRC) Animal Epidemic Prevention Law";

(2) Handling the dog immunization certificate;

(three) to determine the breed of dogs, and to the public;

(four) cooperate with the public security organs to do a good job in the management of dog detention centers;

(five) the establishment of dog breeding, immunization and disease monitoring, early warning and forecasting information system. Ninth responsibilities of the administrative department of city management:

(a) to investigate and deal with the behavior of raising dogs to destroy the city appearance and environmental sanitation;

(2) Taking in abandoned and ownerless dogs. Article 10 Responsibilities of the administrative department for industry and commerce:

(a) for the dog trading market registration;

(two) for dog business registration;

(3) establishing an information management system for the dog trading market;

(four) regulate the dog trading market, investigate and deal with illegal trading behavior, ban illegal trading places, and confiscate illegally traded dogs. Eleventh health administrative departments are responsible for the publicity and education of rabies and other epidemic prevention and control knowledge. Twelfth street offices, township (town) people's governments and village (neighborhood) committees are responsible for organizing publicity and education on civilized dog raising and rabies prevention and control knowledge.

Street offices and township (town) people's governments are entrusted by the relevant administrative departments to supervise and manage dog-raising behavior.

Community residents' committees and owners' committees of residential areas may hold residents' meetings and owners' meetings, formulate conventions regulating dog-raising behavior according to law, and supervise the implementation. Units and individuals have the right to stop uncivilized dog-raising behavior. Chapter III Dog Breeding Management Article 13 It is forbidden to keep strong dogs in key areas. If the unit needs to raise strong dogs because of work, it shall apply to the local police station and be approved by the Municipal Public Security Bureau before raising them. Article 14 Units and individuals that raise dogs shall apply for a dog immunization certificate, and regularly go to the animal epidemic immunization station (point) set up by the administrative department of agriculture (animal husbandry) to inject rabies and other epidemic vaccines for dogs. Fifteenth dog owners in key areas should take their dogs to the local police station for dog registration within 10 days from the date of obtaining the dog immunization certificate.

Apply for dog registration shall meet the following conditions:

(1) Having full capacity for civil conduct;

(2) Independent households with fixed residences;

(three) hold my identity card, residence permit and other valid documents.

To meet the registration conditions, the municipal animal disease prevention and control center or its entrusted animal clinics will implant identification chips for dogs, and the public security organs will issue dog registration certificates and dog licenses. Sixteenth dogs raised in general areas shall not be brought into key areas. Seventeenth "dog registration certificate" is valid for one year. Dog owners shall, within 30 days before the expiration of the validity period, go through the relevant formalities at the local police station with the Dog Registration Certificate.

If the basic situation of the dog owner changes, the dog registration certificate is lost, the dog is lost or dead, the dog owner shall go through the relevant formalities at the local police station within 30 days.
