Notice on the social endowment insurance system

People's governments of counties and urban areas, administrative committees of development zones and Binhu New District, and relevant departments of the municipal government:

In order to further coordinate urban and rural development, gradually narrow the gap between urban and rural areas, and promote the equalization of public services, according to the relevant provisions of the Social Insurance Law of People's Republic of China (PRC) and the spirit of the Notice of the People's Government of Hebei Province on Merging and Implementing the New Social Endowment Insurance System for Urban and Rural Residents (Han [2065438+02] No.68), it is decided to merge and implement the new social endowment insurance for urban and rural residents in our city. The relevant matters are hereby notified as follows:

1. Since July, 2065438 1, the new rural social endowment insurance and urban residents' social endowment insurance system in our city have been combined. After the merger, it is collectively called "Hengshui Urban and Rural Social Endowment Insurance".

2. Urban and rural non-employed residents who have reached the age of 16 (excluding students at school) and do not meet the conditions for participating in the basic old-age insurance for employees may voluntarily participate in the social old-age insurance for urban and rural residents at their domicile.

Three. The payment grades of social endowment insurance for urban and rural residents are uniformly set as: 100 yuan per person per year, with 200 yuan, 300 yuan, 400 yuan, 500 yuan, 600 yuan, 700 yuan, 800 yuan, 900 yuan, 100 yuan and 10 grades, and the insured can choose the payment grades independently.

Four, in the process of the implementation of the original new rural social endowment insurance system, the relevant provisions of the eligible elderly to receive treatment and their children's insurance payment are no longer implemented. In the original pilot counties and cities, the elderly who did not enjoy the basic pension and met the conditions for receiving it will be paid the basic pension every month from the month of the merger, and the previous basic pension will not be reissued.

5. Merge institutions and accounts. The original new rural social endowment insurance and urban social endowment insurance agencies will be unified into urban and rural social endowment insurance agencies, and the corresponding fund income households, financial special accounts and expenditure households will be merged. Fund financial management and fund accounting are in accordance with the Notice of the Provincial Department of Finance and the Provincial Department of Human Resources and Social Security on Forwarding the Interim Measures for Financial Management of New Rural Social Endowment Insurance Fund in Ministry of Human Resources and Social Security (Caizong Society [2011] No.35) and the Notice of the Provincial Department of Finance on Forwarding the Interim Measures for Accounting of New Rural Social Endowment Insurance Fund (Caizong [2000]

Six, the provinces, cities and counties that pay subsidies and remit funds to severely disabled people share the proportion, in accordance with the "Notice of the People's Government of Hebei Province on Printing and Distributing the Measures for the Administration of Matching Funds of Intergovernmental Funds in Hebei Province (Trial)" (Ji Zheng Han [201]196). The proportion of payment subsidy and fund remittance for severely disabled people in Taocheng District is 1:2. Development Zone, Binhu New District payment subsidies and the proportion of funds remitted by severely disabled persons shall be implemented according to the proportion of funds shared by escrow counties and cities.

Seven, the pilot counties and cities should be in accordance with the requirements of this notice, formulate local new rural and urban residents' social endowment insurance system implementation plan, and co-ordinate the implementation of urban and rural residents' social endowment insurance. Eight, counties and urban areas should be strictly in accordance with the spirit of this notice, seriously organize the implementation, to ensure the timely realization of the full coverage of the social endowment insurance system for urban and rural residents in our city. The implementation plan and measures for the merger of counties and urban areas should be reported to the municipal leading group for new rural and urban residents' social endowment insurance for approval, and submitted to the provincial pilot leading group office. The Development Zone and Binhu New District still entrust Taocheng District, jizhou city and other county-level agencies where residents are registered to handle it on their behalf in accordance with the Notice of the Office of Hengshui Municipal People's Government on Issues Related to the Pilot Work of New Rural Social Endowment Insurance and Urban Residents' Social Endowment Insurance in Economic Development Zone and Binhu New District (20 1 1).
