First, the development process

1993 The Third Plenary Session of the 14th CPC Central Committee adopted the Decision of the Central Committee on Several Issues Concerning the Establishment of the Socialist Market Economic System, which fully affirmed the fundamental role of the market in the allocation of resources. On the basis of years of reform and exploration, the former Ministry of Geology and Mineral Resources put forward the reform idea and scheme that the geological team is divided into two parts: public welfare and commercial, which has attracted the attention of the State Council leaders. 1August 1994, Comrade Zhu Rongji instructed: "Geological teams should be gradually divided into field troops and local troops. The field army should eat the central finance, select soldiers and add modern equipment to undertake national strategic tasks; Local troops should diversify their operations, divert personnel and gradually move towards enterprise. " The reform direction of geological work is clarified. According to Comrade Zhu Rongji's instructions, the Ministry of Geology and Minerals began to prepare for the formation of a "field army", and proposed to set up a geological survey institution according to the goal of "being lean and efficient, well-equipped, comprehensive in specialty, first-class in level and going international", and began to set up a business center of geological survey institutions on the basis of reform, adjustment and diversion of direct teams.

1April, 1999, in order to establish a new management system for geological prospecting teams that meets the requirements of the socialist market economic system, the General Office of the State Council issued the Notice on the Reform Plan for the Management System of Geological Prospecting Units (Guo Ban Fa [1999] No.37). The plan clearly puts the geological exploration units of provinces, autonomous regions and municipalities directly under the Central Government under the unified management of provinces, autonomous regions and municipalities directly under the Central Government. At the same time, the China Geological Survey will be established as a subsidiary of the Ministry of Land and Resources to organize and implement the national basic, public welfare and strategic geological and mineral exploration work. The geological exploration teams of relevant industrial departments managed by the central government were reorganized into enterprise groups or entered enterprise group companies.

In 2002, according to the Reply of the Ministry of Land and Resources on the structural adjustment plan of the units directly under the China Geological Survey, the China Geological Survey made structural adjustment to the units directly under the Bureau.

On July 30, 2004, the Central Organization Establishment Committee issued the Provisions on the Main Responsibilities of China Geological Survey (Z.I.F. [2004] No.2), which made it clear that China Geological Survey is a vice-ministerial institution directly under the Ministry of Land and Resources, responsible for uniformly deploying and organizing the implementation of national basic, public welfare and strategic geological and mineral exploration, providing basic geological information for national economic and social development and providing public welfare services for the society.

On June 5438+ 10, 2005, the Ministry of Land and Resources issued the Notice on the General Thinking of the Work of China Geological Survey (Guo Tu Zi Fa [2005]12) and the Notice on the Opinions on the Construction of National Public Welfare Geological Team (Guo Tu Zi Fa [2005]13). China Geological Survey is required to gradually build a public geological exploration team with reasonable structure, complete specialties and high quality according to China's land area, total population and national demand for public geological work and the national financial management system and geological exploration team management system. The public welfare geological survey team consists of national and local public welfare geological survey teams, with an overall scale of 25,000 ~ 30,000 people, of which the national public welfare geological survey team has gradually reached 1.5 million people on the basis of the existing directly affiliated units of China Geological Survey (control scale).

5438+June1October, 2006, the State Council issued "the State Council's Decision on Strengthening Geological Work" (Guo Fa [2006] No.4), which made it clear that the China Geological Survey would uniformly deploy, organize and implement the basic and public welfare geological survey and strategic mineral exploration under the central responsibility, and strengthen related technology, quality, achievement management and social services. On the basis of the units directly under the China Geological Survey, according to the requirements of lean personnel, reasonable structure, excellent equipment and being able to undertake major tasks, we will pay close attention to building a fine and strong central public welfare geological survey team. Recruit professional and technical backbones for the society, enrich the technical force of field geological survey and enhance the ability of field investigation and scientific research. Provincial governments should also build a strong local public welfare geological survey team as soon as possible, and China Geological Survey should provide professional guidance to them through project contact.

Second, the status quo of the team

According to the requirements of the State Council and the Ministry of Land and Resources on the construction of the central public welfare geological survey team, after several years of construction, the team framework system has been established and the operation mechanism has been initially established. At present, the system units of China Geological Survey can be divided into the following six categories according to their tasks and nature:

(1) China Geological Survey. It is the management organization of the central public welfare geological survey team. The main functions of the new "Sanding Plan" are: according to the land and resources planning, to be responsible for the unified deployment and implementation of the national basic, public welfare and strategic geological and mineral exploration work, to provide basic geological information for national economic and social development, and to provide public welfare services to the society. Unified management of the national public geological survey team, and project contact and business guidance for the national geological survey undertaken by the local public geological survey team.

(2) Regional geodetic organization. Including Shenyang, Tianjin, Nanjing, Yichang, Xi and Chengdu, it is mainly responsible for the management of regional geological survey in China, the collection, collation, management and service of regional geological survey data and materials, and is currently mainly responsible for comprehensive geological survey and research in large areas.

(3) Professional geological survey institutions. Including Guangzhou Marine Geology Bureau, Qingdao Institute of Marine Geology, Navigation and Telemetry Center, Method Research Institute and other units, mainly undertaking national and professional geological investigation and research work.

(4) scientific and technological innovation institutions. Including the Institute of Geology, the Institute of Mineral Resources, the Institute of Soil Fertility, the Institute of Hydrology, the Institute of Karst, the Institute of Geophysical and Geochemical Exploration and the Testing Center, it not only undertakes the national scientific and technological innovation task, but also undertakes the national, trans-regional and thematic investigation and research tasks in the professional field of geological survey.

(5) Public service institutions. Including the Development Research Center of the Bureau (including the National Geological Archives and the Physical Geological Data Center of the Ministry of Land and Resources), environmental monitoring institutes, libraries and other units, the main task of which is to provide public services to the society and the government.

(6) technical support institutions. Including Chengdu Institute, Zhengzhou Institute, Exploration Institute, Prospecting Technology Institute and Beijing Prospecting Engineering Research Institute under the Chinese Academy of Geological Sciences. The goal of the reform is to become a scientific and technological enterprise, mainly engaged in the research, development and application of geological survey technology and provide relevant technical services for national geological work.

By the end of 2007, there were 665 employees1person (see Table 3- 1 for details), including 32 employees from China Geological Survey, 65,438 employees from regional geological survey institutions, 65,438 employees from professional geological survey institutions and 65,438 employees from scientific and technological innovation and technical support institutions. Third, there are problems.

At present, the system and mechanism of geological work in China are not suitable for the requirements of market economy. The commercial geological market system is still in the initial stage of cultivation, and the mining right market is quite imperfect; Risk exploration capital market has not yet formed; The distinctive market entities have not yet been established, the situation of integration of exploration and development has not yet formed, and the market entities lack competitiveness. At present, the basic pattern of public welfare geological survey teams composed of central, provincial and industrial geological survey teams has been formed, and the institutional framework of national public welfare geological survey teams has basically taken shape. But on the whole, this team is still far from the goal of "elitism and modernization". National public welfare team has a long way to go to become the backbone of geological survey; The local public welfare team is far from strong and practical. Judging from the implementation of geological survey, both the central public welfare team and the local public welfare team have some problems, such as too small scale, unreasonable professional structure, contradiction between surplus personnel and lack of talents.

Because the central public welfare geological survey team was established after the localization of most geological prospecting units, and the units directly managed by China Geological Survey are mostly scientific research institutions, there are some problems such as unreasonable business structure and weak foundation. Although the ability of geological survey has been improved after rectification and transformation in recent years, it is far from meeting the needs of the new situation. Mainly in the following aspects:

First, the central public welfare geological team is small in scale. Second, the team structure is unreasonable. The units directly under the China Geological Survey are mainly transformed from the scientific research institutions of the former Ministry of Geology and Mineral Resources. Although it has been built for several years, the team structure is still unreasonable: the field work ability is not strong; Imperfect professional structure, lack of oil and gas resources investigation and evaluation team; The organizational structure and layout are unreasonable, and the responsibilities overlap seriously; Surplus and deficiency coexist. Among professional and technical personnel, the proportion of personnel engaged in method and technology research is large, and the proportion of personnel engaged in field geological survey and compound professional and technical personnel is small; Logistics service and business development personnel account for a large proportion, while technicians account for a small proportion. Third, there is a serious shortage of personnel funds. China Geological Survey and its directly affiliated units have a large budget gap. Fourth, the problem of social security is outstanding. The retired and resigned personnel of the Central Public Welfare Geological Survey Team account for a large proportion. In the absence of social security in public institutions, problems such as insufficient funds and medical expenses for retired and resigned personnel are prominent, and the team is overburdened.
