According to the above responsibilities, the county human resources and social security bureau has six functional units (rooms).

(i) Office (Administrative Services Unit)

Responsible for the overall work of comprehensive coordination, supervision and inspection. Responsible for handling the daily affairs of the party branch of the bureau.

Responsible for the examination and approval of global administrative examination and approval items and the issuance of all administrative fee bills. Responsible for the examination and approval of talent intermediary service institutions and their business scope.

(ii) Civil Service Management Unit

Responsible for post management, assessment, employment, training, statistical reports, post appointment and removal, promotion and demotion, communication (transfer, job transfer), avoidance, reward and punishment, resignation, dismissal, retirement approval, daily registration management, etc. of civil servants and staff of institutions managed according to the Civil Service Law. Responsible for the resettlement of demobilized military cadres and their families and the relief and stability of demobilized military cadres in some enterprises.

(3) Personnel management of public institutions

To implement the national, provincial and municipal policies on the management and continuing education of professional and technical personnel. Undertake the reform of title system and comprehensively manage the evaluation and appointment of professional and technical personnel in the county. To undertake the planning and training of high-level professional and technical personnel in the county. Responsible for the declaration and recommendation of outstanding professional and technical personnel, personnel enjoying special government allowances and top-notch talents in the county. Responsible for the audit of post setting of institutions in the county. To undertake the specific work of the county leading group for professional title reform. Responsible for the comprehensive coordination of talent work. The implementation of national, provincial and municipal institutions personnel management and personnel system reform policy. Responsible for the deployment of public institutions and the open recruitment of new employees. Responsible for the technical grade evaluation of workers in government agencies and institutions. Responsible for the assessment and statistical statements of personnel in public institutions.

(iv) Social Security Unit

Responsible for coordinating social security, medical insurance, employment, new rural insurance and other four bureaus. Responsible for the examination and approval of designated medical institutions. Coordinate the information, statistics, statements and evaluation related to livelihood projects. Responsible for the implementation, implementation and publicity of employment and re-employment policies. Supervise the county's professional intermediaries and manage the county's human resources market according to law. (5) Industrial Relations Unit

Responsible for organizing and promoting the development of the labor market. Handle the acceptance of work-related injuries of enterprises and institutions, and be responsible for the examination and approval of work-related injuries and disabilities. Responsible for the implementation of national, provincial and municipal labor relations policies and labor contracts, collective contract systems and special labor protection policies. Organize the examination and approval of enterprises, self-supporting institutions, enterprise management units and other related insured retirement joint audit. Organize and handle arbitration cases of personnel and labor disputes according to law. To guide and supervise the total wages management of state-owned enterprises and the income distribution of enterprise leaders.

(6) Wage and Welfare Unit

The implementation of national, provincial and municipal organs and institutions staff salary income distribution, welfare and retirement policies.
