Measures of Ji 'nan Municipality on the Administration of Urban Lighting

Chapter I General Provisions Article 1 In order to standardize the construction and management of urban lighting, ensure urban production and life, improve urban lighting environment and promote energy conservation, these measures are formulated in accordance with the provisions of the Regulations of Jinan Municipality on the Administration of Urban Appearance and the Regulations of Jinan Municipality on the Administration of Municipal Facilities, combined with the Regulations of Jinan Municipality on the Administration of Urban Lighting and combined with the actual situation of our city. Article 2 These Measures shall apply to the planning, construction, operation, maintenance and related supervision and management activities of urban lighting within the urban area of this Municipality.

Urban lighting includes urban functional lighting and urban landscape lighting. Article 3 Urban lighting shall follow the principles of people-oriented, planning guidance, economy, safety, energy saving, environmental protection and beauty. Article 4 The Municipal Urban Management Bureau is the administrative department of urban lighting in this Municipality (hereinafter referred to as the administrative department of urban lighting), responsible for the supervision, management and overall guidance of urban lighting in this Municipality, and organizing the operation, maintenance and management of urban functional lighting facilities under the jurisdiction of this Municipality.

The district/county administrative department of urban lighting or the department undertaking urban lighting management shall be responsible for the urban lighting management in this area according to the division of responsibilities.

City Natural Resources and Planning Bureau is responsible for the examination and approval of construction project planning, the implementation of urban lighting special planning and design control requirements.

The Municipal Housing and Urban-Rural Development Bureau is responsible for supervising the construction drawing review institutions to review the construction drawings of construction projects in accordance with the prescribed standards and conditions, and implementing the requirements of synchronous design of urban lighting facilities and the main project.

The municipal administrative examination and approval service bureau is responsible for the examination and approval procedures for construction permits according to the contents of urban lighting facilities in the project planning permit.

The Municipal Urban and Rural Transportation Bureau is responsible for organizing, supervising and guiding the construction of new urban roads, lighting and other ancillary facilities.

The Municipal Bureau of Culture and Tourism is responsible for guiding and coordinating the beautification and lighting of the city's cultural facilities and tourist landscapes.

The Greening Bureau of the Municipal Bureau of Landscape Architecture is responsible for participating in the design review of urban green space lighting projects, assisting in the examination and approval of green space occupation, and strengthening the protection of seedlings and green spaces with lighting facilities. Article 5 The municipal administrative department of urban lighting is responsible for taking the lead in organizing the establishment of the joint conference system of urban lighting in the whole city, and coordinating major issues in urban lighting management with the people's governments of all districts and counties, relevant departments of the municipal government and power supply enterprises. Article 6 The municipal administrative department of urban lighting shall establish the working mechanism of urban lighting guidance, supervision and management, organize and implement the supervision and management of the construction, operation and maintenance of urban lighting facilities, statistics of lighting energy consumption and evaluation of lighting effect. Seventh encourage the use of energy-saving and environmental protection new technologies, new processes and new materials in the construction, operation and maintenance of urban lighting, and promote the construction of multifunctional intelligent lighting systems. Eighth by the municipal government investment in urban lighting facilities construction, operation and maintenance costs, included in the urban maintenance and construction project investment plan. The construction, operation and maintenance costs of urban lighting facilities invested by district and county governments shall be arranged by the people's governments at the corresponding levels as a whole.

Encourage social funds to invest in the construction, operation and maintenance of urban lighting facilities. Article 9 The administrative department in charge of urban lighting shall establish a system for accepting reports and complaints, and verify, handle and give feedback on matters related to urban lighting within 5 days from the date of receiving reports or complaints; If it should be handled by other departments according to their duties, it shall be transferred to the relevant departments in a timely manner, and the informants and complainants shall be informed.

The departments and their staff who accept reports and complaints and accept reports and complaints shall keep confidential the informants and complainants. Chapter II Planning and Construction Article 10 The planning and construction of urban functional lighting shall give priority to ensuring citizens' activities and travel needs and create a safe, convenient, efficient and intelligent lighting environment.

The planning and construction of urban landscape lighting should conform to the law of urban development, the present situation of economic and social development and the financial level of this city, and show the historical and cultural heritage of Jinan and the characteristics of a modern and international city on the premise of meeting the protection of ecological environment. Eleventh municipal lighting administrative departments shall, jointly with the municipal natural resources and planning departments, organize the preparation of the city's urban lighting special planning according to the overall urban planning. Twelfth the preparation of special planning for urban lighting should be based on the level of economic, social and cultural development of the city, the urban functional zoning determined by the overall urban planning, and the requirements of natural geographical environment, human conditions and traffic safety. And put forward requirements for urban lighting effects in different regions. Thirteenth the preparation of urban lighting special planning, should be in accordance with legal procedures to solicit public opinions and suggestions, submitted to the Municipal People's government for approval before implementation.

The special planning of urban lighting can be adjusted according to economic and social development. Fourteenth municipal administrative departments of urban lighting shall, according to the special planning of urban lighting, make overall plans for the construction of urban lighting facilities, and organize the implementation after the approval of the Municipal People's government.

The annual plan for the construction of urban lighting facilities shall include the scope of construction, the main division of labor, the source and scale of construction funds, and the implementation progress requirements. Fifteenth the following areas, should be planning and construction of urban functional lighting facilities:

(1) Urban roads, bridges, tunnels and overpasses;

(two) city squares, parks, public green spaces, places of interest, public parking lots and open residential areas;

(three) the road through the urbanization management area;

(four) other roads and public places without urban lighting facilities that have potential safety hazards at night.
