What are the functions and powers of the National Nuclear Safety Administration?

The State Nuclear Safety Administration exercises unified supervision over the safety of nuclear facilities throughout the country and independently exercises the power of nuclear safety supervision. Its main responsibilities are:

(1) Organizing the drafting and formulation of safety regulations for nuclear facilities and reviewing technical standards for nuclear safety;

(2) Organizing the review and evaluation of the safety performance of nuclear facilities and the safety guarantee ability of nuclear facilities operating units, and being responsible for issuing or revoking the safety license of nuclear facilities;

(three) responsible for the implementation of nuclear safety supervision;

(four) responsible for the investigation and handling of nuclear safety accidents;

(five) to cooperate with relevant departments to guide and supervise the formulation and implementation of emergency plans for nuclear facilities;

(six) to organize relevant departments to carry out scientific research, publicity and education and international business exchanges on the safety and management of nuclear facilities;

(seven) in conjunction with the relevant departments to mediate and arbitrate nuclear safety disputes.

Article 5 The State Nuclear Safety Administration may set up agencies in areas where nuclear facilities are concentrated to carry out safety supervision.

The National Nuclear Safety Administration may organize a nuclear safety expert committee. The Committee assists in formulating nuclear safety regulations and nuclear safety technology development plans, and participates in nuclear safety review and supervision.
