The road bureau and subway company (if this is what u meant) are very closed-minded. , close to public institutions. You might as well try a design institute (small institutes have a good chance, large institutes may have to hire outsiders first) or real estate. It would be unwise to study as a part-time graduate student from Beijing Jiao Tong University. The civil engineering industry is still famous in Southwest China.
