The employing unit shall designate a special person to be responsible for the preliminary qualification examination, check the online registration of the unit during the registration period (no rest on holidays), conduct the preliminary qualification examination of the applicants the day before according to the information submitted by the applicants, and publish the preliminary results online. If the employer fails to process the applicant's information within 2 working days (excluding the day of registration), it shall be deemed as having passed the preliminary examination. Each person is limited to one position. If the applicants log in and fill in the application information many times before the prequalification, the information filled in the previous time will be automatically replaced by the information filled in the next time. After the unit has passed the preliminary examination (applicants don't need internet fees), they need to download and print the Registration Form for the Employment of Civil Servants by Municipal Authorities in Qingdao and the Letter of Commitment on Civil Servants' Integrity (used for pre-interview qualification examination). Once the application qualification is approved by the employing department, it shall not be changed. (3) On-site visual inspection and payment. (4) Qualification examination
The qualification examination of applicants runs through the whole process of the examination. Applicants who enter the interview must submit their relevant certification materials and the Civil Service Integrity Commitment Letter to the employing department after the list of interviewers is confirmed. Relevant certification materials mainly include: non-fresh graduates, academic certificates, identity cards and household registration books recognized by the state, and people with work units should submit letters of introduction issued by departments or units with the authority of the employer who agree to apply for the exam; Fresh graduates who apply for the exam shall submit the certification materials allowed by the department in charge of employment of school graduates and the academic certificate issued by the school education administrative department (copies of the above materials are required). Applicants who have obtained the interview qualification fail to submit relevant materials to the employing department within the prescribed qualification examination time, which is deemed as waiver. After examination, those who do not meet the requirements for entering the examination will be disqualified from the interview after approval by the competent department of civil servants. Vacancies caused by waiver or disqualification shall be filled in turn according to the written test results.
Third, the content, time and place of the exam
The examination includes written examination, interview and physical fitness assessment.
(1) Written examination
The written examination subjects are Shen Lun, administrative professional ability test and public security professional subject examination. The Book for Examination of Public Security Specialized Subjects is the Basic Knowledge of Public Security compiled by the Ministry of Public Security. Written test time: March 14 and March 15, 2009.

The score line of qualified written test is determined by the municipal civil servant department and submitted to the provincial civil servant department for the record. Candidates who have achieved the written test results will be determined to enter the interviewer list from high score to low score according to the employment plan and the positions they apply for. (2) Interview
The structured interview method is adopted to mainly evaluate the qualities and abilities of candidates in public security work, such as comprehensive analysis ability, organization and coordination ability, response and contingency ability, speech expression ability, behavior instrument and so on. The interview is graded on a 100-point scale and lasts no more than 30 minutes. The interview results are judged by the examiner on the spot. After removing a highest score and a lowest score from each evaluation factor, the average score is calculated comprehensively to determine the interview results of the candidates. The interview results will be announced to the candidates after the interview.

After the interview, according to the proportion of 50% written test results and 50% interview results, the total test scores of applicants are calculated by using the percentage system. The written test scores, interview scores and total scores are calculated to two decimal places, and the mantissa is rounded off.
(3) Physical fitness assessment
According to the total test score, according to the employing department or post, from high score to low score, the number of planned employees is 1.5 times, and the personnel who enter the physical fitness evaluation range are determined. Physical fitness assessment is a standard assessment, which mainly tests whether the physical fitness of candidates meets the needs of public security work. The evaluation results are not included in the total score of the applicants.
The evaluation items are men's and women's 100 m× 4 round-trip running, men's and women's standing long jump, men's and women's 800 m long-distance running, men's pull-ups and women's sit-ups.
According to the proportion of the four items, each of which accounts for 25%, the physical fitness evaluation results of candidates are synthesized by the method of percentage.
Physical examination score 40 points (inclusive). Those with less than 40 points will be disqualified. If the physical fitness assessment of the interviewer who enters the recruitment position is not up to standard, the employment plan for this position will be cancelled.
Physical fitness assessment requirements and scoring standards shall be implemented in accordance with the relevant provisions of the Ministry of Personnel, the Ministry of Public Security, the Provincial Personnel Department and the Public Security Department.

Four, physical examination, assessment and political examination
Those who pass the physical examination enter the scope of political examination and examination. The total test scores of applicants and the list of people who entered the scope of physical examination and political examination were publicized to the public. According to the plan, the number of recruits will be replenished from high score to low score, and candidates will be organized for physical examination and political examination. 1 If the employment plan shows that the total scores of multiple candidates are the same, the candidates for physical examination and political examination shall be determined according to the written test scores from high to low. If the political examination and assessment are all qualified, other personnel who enter the scope of political examination and assessment will no longer undergo physical examination and assessment. Vacancies caused by unqualified personnel in physical examination and political examination shall be determined in turn from other personnel who have entered the scope of physical examination and political examination after examination and approval by the municipal competent department of civil servants.
Physical examination is conducted in general hospitals at or above the county level. Physical examination items and standards, the implementation of the Ministry of personnel, the Ministry of public security "public security organs to hire people's police physical examination items and standards" provisions. The medical examination fee shall be borne by the applicants. If the employer and the applicant have doubts about the medical examination results, they may apply for re-examination, and the expenses shall be borne by the applicant. The reinspection can only be carried out once. The results of physical examination shall be subject to the re-examination conclusion.
The content of political examination includes the actual performance of himself, family members and major social relations. The composition, content, requirements and methods of the examination of political examiners shall be implemented in accordance with the Measures for the Examination of Political Examinations of the People's Police of Public Security Organs of the Ministry of Public Security.

Those who pass the physical examination and political examination shall determine the list of persons to be employed in turn according to the total score from high to low, and the persons to be employed shall be publicized by the competent department of civil servants at or above the municipal level for 7 days.
Newly hired personnel, the probation period is one year. After the probation period expires, you can officially take up your post, and determine your salary and award the police rank according to the determined position and level. Unqualified, disqualified.
Newly recruited people's police should receive no less than 3 months of pre-job training in accordance with the regulations. The content and specific requirements of the training shall be separately deployed by the Provincial Public Security Department according to the relevant provisions. After the expiration of the training period, organize the examination, and those who fail to pass the examination will attend the next training at their own expense. Those who fail the make-up exam will be disqualified.
