Why don't Xianghe, Sanhe and Daguang directly belong to Beijing or Tianjin?

Xianghe, Sanhe and Daguang are not directly classified as Beijing or Tianjin for the following reasons:

1. Historically, these places were included in Beijing or Tianjin, and later they were drawn out.

2. These places are no longer directly connected with other places in Hebei Province by land and become "enclaves", which are difficult to manage and guide.

At present, the population of Beijing and Tianjin is seriously exceeding the standard, and the state is not allowed to expand the scale of cities. Assigning them to these places will cause more problems.

4. The local government and residents may also hold objections, because they don't want the influx of migrants to rob all kinds of resources.

In addition, there are some competing interests and contradictions, which make people in both regions more opposed to this classification.
