Article 4 When selecting lessees and leasing enterprises to recruit cadres, the rational flow of cadres should be followed, and urban scientific and technological personnel should be encouraged and supported to go to rural areas, and personnel from nationally owned units should go to collective enterprises to bid and apply for jobs; urban enterprises are not allowed to recruit in rural areas except under special circumstances. Article 5: Tenants selected from outside the leasing enterprise and cadres recruited from outside the leasing enterprise may be transferred to the leasing enterprise with the consent of the original unit and the leasing enterprise; they may also go through the formalities of suspension of employment without pay in accordance with relevant national regulations. Article 6 If a dispute arises between a lessee or an applicant cadre and the original unit due to procedures for transfer or suspension of employment without pay, the superior department of the original unit shall mediate. Article 7 During the lease period, the lessee and the management and technical personnel it recruits shall enjoy various benefits for the duties they actually perform, retain their original identity, and their service years shall be calculated continuously. After the lease and recruitment contract is terminated, their original identities and benefits shall be restored, and The unit where the work relationship occurs is responsible for arranging work. Article 8 The lessee has the right to decide on the appointment, removal, rewards, punishments and transfer of cadres within the enterprise.

4. Conduct regular assessments of cadres, and implement rewards and punishments based on the assessment results in accordance with the "Regulations on Rewards and Punishments for Enterprise Employees". Article 9 Leasing enterprises shall, in accordance with national regulations, accept college and technical secondary school graduates and demobilized military cadres who are allocated under the national mandatory plan. Article 10: Cadre files of leasing enterprises shall be managed according to the cadre management authority, and file review procedures shall be strictly followed. Article 11 Leasing enterprises shall, in accordance with national regulations, strengthen the training of cadres and improve the political and professional qualities of cadres.
