In order to better provide government information disclosure services for citizens, legal persons and other organizations, according to the Regulations of People's Republic of China (PRC) Municipality on the Openness of Government Information and the spirit of the higher authorities, combined with the actual situation of our bureau, the Xiamen Personnel Bureau's Guide to Government Information Disclosure (hereinafter referred to as the Guide) is formulated.

This guide will be updated once a year according to the disclosure of government information, and citizens, legal persons and other organizations can consult the guide on the portal website of the Municipal Personnel Bureau.

The Office of the Municipal Personnel Bureau is the competent department in charge of government information disclosure, and is responsible for guiding, coordinating and promoting the overall government information disclosure. The information of the Municipal Personnel Bureau and its affiliated institutions is made public by the information generation and preservation department.

Government information disclosure is divided into active disclosure and application disclosure.

First, active disclosure

Scope of disclosure

The Municipal Personnel Bureau is responsible for actively disclosing the following main information about personnel work to the public:

1. Publicize government information that belongs to voluntary disclosure on the portal website of Xiamen Personnel Bureau;

2. Publicize government information that belongs to voluntary disclosure through multimedia information inquiry system;

When an applicant applies for the disclosure of government information related to himself, he shall provide a valid identity certificate or relevant certificate of the organization. Where an application is filed in the name of an organization, a written power of attorney and valid proof of the identity of the legal representative or principal responsible person shall also be issued.

If it is indeed difficult to apply in writing, the applicant may apply orally, and the personnel of the accepting institution shall fill in the application form on his behalf.

(3) Application processing

The accepting institution shall register the application form after receiving it. If you can answer on the spot, if you can't answer on the spot, you should make the following reply within 15 working days from the date of registration:

(1) belongs to the public scope, it shall provide information to the applicant or inform the applicant of the ways and means to obtain the information.

(2) If it falls within the scope of non-disclosure, it shall inform the applicant and explain the reasons.

(3) If it does not belong to the public scope of this organ, inform the applicant of the organ and contact information of the information.

(4) If it is necessary to extend the reply period, the applicant shall be informed with the consent of the person in charge of the Bureau Office, and the longest extension of the reply period shall not exceed 15 working days.

(five) the application for disclosure of government information does not exist, it shall inform the applicant.

If the government information involves the rights and interests of the third party, it shall solicit the opinions of the third party, and the time required for soliciting the opinions of the third party shall not be counted in the time limit.

(4) The charging items and charging standards for publicly providing information according to the application.

To provide government information according to the application, you can charge fees for searching, copying and mailing. The standards for administrative organs to collect retrieval, copying and mailing fees shall be implemented in accordance with the relevant provisions of the financial and price departments. Citizens who apply for the disclosure of government information do have financial difficulties, and with relevant certificates, they can reduce or exempt relevant expenses upon their own application and approval by the person in charge of the bureau office.

Third, the way of supervision.

Citizens, legal persons or other organizations that the administrative organ fails to perform the obligation of government information disclosure according to law may report to the superior administrative organ, the supervisory organ or the competent department of government information disclosure.

Citizens, legal persons or other organizations may apply for administrative reconsideration or bring an administrative lawsuit according to law if they think that the specific administrative act of an administrative organ in the work of government information disclosure infringes upon their legitimate rights and interests.
