If a public institution wants to be incorporated into the administrative department, it must first obtain the qualification of civil servant. There are two aspects in the reform of public security institutions:

1. Institutions that are related to national security, have an obvious auxiliary role in policy and economic management, and obviously belong to social welfare will continue to receive financial security; At present, the salary distribution of such institutions is mostly obtained in the form of "reference to civil servants" and "full appropriation". However, in the institutions affiliated to national ministries and commissions, the proportion is small.

2. For some excellent businesses, mainly industrial or professional business organizations, they will continue to receive financial support. The wage income of such institutions is mainly obtained in the form of financial subsidies.

First, the relevant requirements of public security reform:

1. Establish a national coordinated development mechanism for public security colleges, establish the idea of "a chess game" for public security education resources, gradually establish and improve a two-level public security college system with unified leadership, reasonable layout, resource sharing and standardized management, and further clarify the orientation of personnel training in public security colleges.

2. Public security colleges should cultivate high-level police talents (graduate level) and high-quality applied police talents (undergraduate level) with certain research ability according to their school qualifications, or hold special education of appropriate scale to cultivate practical police talents according to needs.

3. Public security higher vocational colleges undertake the training of police officers in the pilot class of recruiting and training system reform of grass-roots political and legal organs, hold specialized education of appropriate scale according to needs, and cultivate practical police talents.

Second, how does the auxiliary police switch to become a policeman?

1. The public security organ will regularly assess the performance of the auxiliary police. When it is necessary to recruit police with career establishment, you can consider becoming a full member, with fewer opportunities;

2. Auxiliary police can take the recruitment examination of public security organs and institutions every year, and the number of recruits is relatively large.

No matter what the establishment is, as long as you can be transferred to the public security bureau smoothly and the personnel department of the public security bureau arranges your post as a police post, you can become a people's policeman.

Legal basis: Article 26 of the People's Police Law of the People's Republic of China shall meet the following conditions: (1) A person who has reached the age of 18; (2) Supporting the Constitution of People's Republic of China (PRC); (3) Having good political and professional qualities and good conduct; (4) Being in good health; (5) Having graduated from high school or above; (6) Volunteering in the work of the people's police. Under any of the following circumstances, a person shall not serve as a people's policeman: (1) He has been criminally punished for a crime; (2) Being expelled from public office.
