An export processing zone refers to a country or region in a port , near the airport and other places with convenient transportation, improve infrastructure such as water, electricity, roads, communications, factories, etc. in the area, use preferential methods to attract foreign investment, and develop export processing that is competitive in the international market Industry to achieve the purposes of utilizing foreign capital, introducing technology, increasing employment, and earning foreign exchange.

The Export Processing Zone is a special closed area under customs supervision. Its function is limited to processing trade for export products. Export processing enterprises and related warehousing and transportation enterprises can be set up in the zone. The export processing zone will implement a closed regional management model, which has greater advantages than the traditional supervision model in terms of management methods. While implementing 24-hour supervision, the customs will simplify the current procedures and provide standardized export processing enterprises. Provide a more relaxed business environment and faster customs clearance convenience, realize the customs clearance requirements of "one declaration, one review, and one inspection" for exported and processed goods at the competent customs, and gradually meet the needs of modern multinational enterprises for "zero inventory production".

Export processing zones are new special economic zones that emerged in the late 1950s. The difference between them and free trade zones is that free trade zones mainly develop trade and re-export trade, increase business income, and prosper the economy of the country where the zone is located. Export processing zones, on the other hand, stipulate relevant preferential investment conditions, introduce foreign investment and advanced technology, develop export-oriented processing industries, obtain industrial benefits, and promote the economic development of the country with the zone.

Export processing zones are a form of development of free trade zones. A processing zone is a combination of a free trade zone and an industrial zone. In terms of attracting foreign investment, processing zones not only provide certain preferential conditions of free trade zones to develop trade and re-export trade, but also provide basic facilities necessary for the development of industrial production. Therefore, the processing zone has both trade and industrial production functions. Among these two functions, they generally focus on developing the export processing industry and also engage in import and export trade. Although some free trade zones also have two functions: commercial trade and industrial production, they are still mainly focused on commerce and are mainly engaged in import and export trade. This drives the production of industrial products for export.

The establishment of export processing zones within existing economic and technological development zones approved by the State Council and the "captive" closed management of processing trade are mainly to reform the supervision model of processing trade and curb repeated prohibitions. The phenomenon of smuggling in processing trade; at the same time, it is also an important decision made by the Chinese government to reform the management model of processing trade after careful consideration. This move in line with international practices will not only help improve the customs clearance efficiency of law-abiding enterprises and provide them with more relaxed management, but also help change the current situation of decentralized operations and difficult supervision. It is believed that it will promote the healthy development of China's processing trade.

On September 12, the 4th China Investment and Trade Fair concluded in Xiamen. During the meeting, Zhao Guanghua announced China's first batch of 15 export processing zones and related policies to the outside world. These export processing zones are located in Tianjin, Dalian, Liaoning, Tianzhu, Beijing, Yantai and Weihai, Shandong, Kunshan and Suzhou Industrial Park, Jiangsu, Songjiang, Shanghai, Hangzhou, Zhejiang, Xinglin, Xiamen, Fujian, Shenzhen and Guangzhou, Guangdong, Wuhan, Hubei, Chengdu, Sichuan, Hunchun, Jilin . Among them, East China accounts for 7.

Why do customs and Ministry of Foreign Trade and Economic Cooperation officials pay so much attention to a small export processing zone located in various development zones?

Processing trade occupies a very important position in my country's foreign trade. According to customs statistics, in the first six months of this year, my country's total foreign trade exports totaled US$114.5 billion, of which processing trade exports accounted for US$62.5 billion, accounting for 55%.

In fact, in many regions, processing trade already accounts for two-thirds of the world.

In Shanghai Songjiang Industrial Zone, among the more than 180 companies that have been put into production, 152 are processing trade companies, accounting for 85% of the total.

The foreign exchange earnings from exports of a district in Chengyang District, Qingdao City, Shandong Province, ranks fourth in the province after Qingdao, Yantai and Weihai. This is also attributed to the district's processing trade. Of the USD 770 million in exports in the zone, processing trade enterprises accounted for 85% of the foreign exchange earned from exports. According to statistics from the Shandong Provincial Department of Foreign Trade and Economic Cooperation, in the first half of this year, processing trade exports drove the province's GDP growth by 2.1 percentage points.

In some southern cities, processing trade exports account for a higher proportion of total exports, reaching 90% in Dongguan, Guangdong.

According to statistics, there are currently more than 140,000 companies engaged in processing trade across the country, with an employed population of 30 million.
