Article 90

Motor vehicle drivers who violate the provisions of laws and regulations on road traffic safety shall be given a warning or fined from 20 yuan to 200 yuan. If there are other provisions in this law, it shall be punished in accordance with its provisions.

Article 107

If the violator of road traffic is given a warning or a fine of less than 200 yuan, the traffic police may make a decision on administrative punishment on the spot and issue a written decision on administrative punishment.

The written decision on administrative punishment shall specify the illegal facts of the parties, the basis of administrative punishment, the content, time and place of punishment and the name of the punishment organ, and shall be signed or sealed by law enforcement officers.

Article 108

The parties concerned shall pay the fine at the designated bank within 05 days from the date of receiving the decision on administrative punishment.

Fines shall be issued by the financial departments of provinces, autonomous regions and municipalities directly under the Central Government; If a receipt for the fine uniformly issued by the financial department is not issued, the party concerned has the right to refuse to pay the fine.
