(1) It has the necessary organization, standardized organization name and perfect articles of association;

(2) Having a service place that meets the requirements of fire control and building safety;

(three) set up restaurants, activity rooms, bedrooms, kitchens (except for non-self-care meals) and toilets that meet the hygiene standards;

The Municipal Health Bureau is responsible for assisting and supervising the off-campus custody center to formulate and implement the health management system in public places according to law, and guiding and supervising the off-campus custody center to implement the prevention and control measures of infectious diseases.

The Municipal Food and Drug Administration is responsible for formulating the food safety management system of the off-campus custody center, and conducting business guidance, acceptance, supervision and management of the catering service of the off-campus custody center (this function is temporarily taken charge of by the Municipal Health Bureau before it is officially handed over to the Municipal Food and Drug Administration).

The Municipal Public Security Fire Bureau is responsible for guiding and assisting the Municipal Education Bureau to formulate the fire safety management system of the off-campus custody center, do a good job in the fire safety management of the off-campus custody center, and strengthen the publicity, education and training of the fire knowledge and skills of the off-campus custody center.
