Zhejiang Vocational College of Special Education recruits disabled people and able-bodied people.

Zhejiang Vocational College of Special Education is a public ordinary higher vocational school organized and managed by the Provincial Disabled Persons' Federation, located in Xiaoheshan Higher Education Park, Xihu District, Hangzhou. It is the only special education institution in Zhejiang Province that mainly provides secondary and higher vocational education for the disabled. It was formally established with the approval of the provincial government in April 2004. It is a public general higher vocational school at the junior college level, organized by Zhejiang Disabled Persons' Federation. The college has two campuses, Xiaoheshan and Tiancheng Road.

Zhejiang Vocational College of Special Education was established on the basis of Zhejiang Huaqiang Secondary Vocational School, which was founded in 1993. At the beginning of its operation, it mainly provided vocational training for the disabled.

After more than 20 years of continuous development, the college has gradually formed a multi-level school-running pattern with higher vocational education as the mainstay, supplemented by secondary vocational education, vocational training and adult education, and has become an important base for vocational education for the disabled in Zhejiang Province. In 2009, the College was awarded as "National Advanced Unit of Special Education" by the Ministry of Education, the Ministry of Civil Affairs and the China Disabled Persons' Federation.
