In order to further strengthen the construction of the translation team of the Office of the Qiqihar Association for Friendship with Foreign Countries, solve the problem of shortage of professional talents, and broaden the channels for selecting and employing personnel, according to the "Interim Measures for the Open Recruitment of Personnel by Public Institutions in Heilongjiang Province" (Heibanfa [2006 ]32) document requirements, with the approval of the municipal government, open recruitment of translators to the public, the relevant matters are now announced as follows:
1. Introduction to the recruitment unit

3. Registration conditions
(1) Have the nationality of the People’s Republic of China, support the leadership of the Communist Party of China, and abide by the Constitution of the People’s Republic of China , law, good conduct;
(2) Love translation work, have good political, ideological, moral qualities and good translation professional standards;
(3) Be in good health and possess Physical conditions required to be qualified for the translation position;
(4) Under 35 years old (born after November 30, 1979);
(5) Professional qualifications required for the position : Interpretation: Able to communicate proficiently in language and accurately grasp the meaning of language. Translation: Be able to translate various materials proficiently, be able to translate various professional materials with the help of reference books, and have good overall professional quality.
4. The following people are not allowed to apply:
(1) Persons who have been subject to administrative or criminal punishment or have been dismissed from public office;

3. Implementation steps
1. Registration time
December 23-December 31, 2014, 8:30-11:30 am every day hours, 1:30-16:30 pm.
2. Registration method
Adopt on-site registration method. Location: Personnel Department, Municipal Foreign Affairs and Overseas Chinese Affairs Reception Office (Room 0211, Building 1, Municipal Government).
3. Applicants must bring the following information
(1) Registration form in duplicate;
(2) Three recent one-inch color photos without a hat; < /p>
(3) Originals and copies of ID cards, graduation certificates, registration certificates and other relevant documents;
(4) Detailed resume and business autobiography;
(5) Candidates who have a work unit must provide proof of approval of the unit (stamped with the official seal of the unit);
(6) Those who comply with the relevant bonus points policy of Hei Zheng Ban Fa [2013] No. 42 Candidates must fill in the information when registering. 4. Registration notes
(1) Applicants must use second-generation ID cards and can only apply for one position;

6. Exam content
The exam will be conducted through a combination of interviews and written tests. Both the interview and the written test adopt a 100-point system, in which the interview accounts for 70% of the test score and the written test accounts for 30% of the test score. Total score = interview score × 70% + written test score (including policy bonus points) × 30% (scores converted to two digits after the decimal point). The specific exam time and location are subject to the admission ticket.
(1) Interview
The interview lasts for 20 minutes and mainly tests the candidate's oral translation ability, thinking and expression skills. Groups of examiners are set up according to language for interviews, and each group of interview examiners consists of 7 people. Candidates use a two-round lottery method to determine the test sequence number, and use on-site scoring. One score and the lowest score are removed, and then the average score is calculated. Those with an interview score below 70 points cannot participate in the written test.
(2) Written test
The written test mainly tests the candidates’ basic foreign language knowledge and translation ability. The test time is 90 minutes.
After the written test, the total test scores will be announced to the public for 3 days. At the same time, the total test scores will be used to determine the physical examination and assessment candidates in a 1:1 ratio for the recruitment positions from high scores to low scores. If the total test scores are the same, candidates who meet the relevant policies of Heizhengbanfa [2013] No. 42 will be hired first. Otherwise, those with the highest interview scores will be selected for the physical examination.
7. Physical examination and assessment
After the examination, the Municipal Foreign Affairs and Overseas Chinese Affairs Reception Office will organize a physical examination and assessment. Physical examinations are conducted in hospitals with civil servant physical examination qualifications, and the physical examination standards are implemented with reference to the "General Standards for Physical Examinations for Civil Servant Recruitment". Candidates who pass the physical examination will be assessed on their morality, ability, diligence, performance, etc., and their qualifications will be reviewed. Candidates who fail the physical examination or assessment shall not be employed.
8. Public announcement and employment
Those who pass the physical examination and assessment will be publicized on the website of Qiqihar Municipal Human Resources and Social Security Bureau for 7 working days. After the publicity period expires and there is no objection, Handle relevant recruitment procedures in accordance with management authority, and submit the list of personnel to be hired to the Municipal Human Resources and Social Security Bureau for filing.
9. Probationary period
The probationary period for employed personnel is 6 months (if a staff member who is employed for the first time enters into an employment contract with a public institution for a period of more than 3 years, the probationary period is 12 months moon). After the probation period expires, the Municipal Foreign Affairs and Overseas Chinese Affairs Reception Office will conduct a probation period assessment. Those who are qualified for the job after the assessment will formally go through the relevant employment procedures. Those who are not qualified for the job will be disqualified.
4. Work discipline
The entire process shall be supervised by the municipal discipline inspection and supervision department. Applicants must abide by the relevant requirements for recruitment and obey the arrangements of the recruitment authorities. Those who are found to have violated disciplines and rules during the application process will be dealt with by the municipal recruitment department in accordance with the provisions of the "Measures for Handling Discipline and Violations in the Civil Servant Recruitment Examination (Trial)" (Human and Social Affairs Bureau [2009] No. 126).
