The main responsibilities of social workers in Shanghai

(1) Establish and improve the social work system.

According to the idea of "overall design and overall promotion", Shanghai has formed a series of supporting policies and measures from three aspects: system innovation, system perfection and practice promotion, and grasped the key links such as occupation identification, team building and post development, which provided a systematic institutional guarantee for social workers' promotion.

The first is to establish a professional qualification system. In March 2003, Shanghai Municipal Civil Affairs Bureau and Municipal Personnel Bureau issued the Interim Measures for Shanghai Social Workers' Professional Qualification Certification, which listed social workers as professional and technical talents and stipulated that the qualification certification examination for social workers and social workers' assistants should be organized once a year. At present, the city has registered 8,000 people and carried out continuing education 1 1,000 people.

The third is to establish a post distribution system (in view of the situation that some people have no jobs and 60% students are lost). In 2004, the Shanghai Municipal Civil Affairs Bureau issued the Opinions on the Allocation of Registered Social Workers in the Civil Affairs System and Related Institutions of this Municipality, which clearly put forward the allocation of social workers in social welfare institutions and community public welfare organizations, and required the combination of internal training and external introduction to achieve the above objectives within three years.

The fourth is to explore the establishment of post rotation training system. Coordinate relevant departments in various fields of social work, and conduct post rotation training for actual employees in stages, batches and layers. At present, the training of population and family planning social workers is ready. Social work training in other fields, such as judicial correction, medical and health care, culture and sports, labor security, rehabilitation of the disabled, women and family services, and services for children and adolescents, is also being actively coordinated.

The fifth is to establish other supporting systems. At present, social work project design, salary guidance, funding guarantee, supervision and evaluation, industry management, social workers contacting volunteers and other related systems are gradually being established.

(two) to establish and improve the organizational structure of social work management services.

According to the needs of social work development, Shanghai has strengthened the construction of social work management institutions from the aspects of administrative management, industry self-discipline and professional support.

The first is to set up an administrative agency for social work. With the great attention of the Municipal Party Committee and the Municipal Government, in 2004, the Shanghai Civil Affairs Bureau added a professional social work office to co-ordinate the development of social work in the city. In recent years, the department has done a lot of fruitful work in coordinating and promoting the formulation of social work policies in the city, expanding the depth and breadth of social work practice, and raising social work awareness, and its functional status and role have been continuously highlighted.

The second is to actively cultivate social work industry management institutions. Shanghai has continuously strengthened the construction of municipal social work associations. In February 2005, the second congress was held and a new Council was elected. In 2006, the first professional committee of social work, Youth Committee, was formally established, and "Shanghai Social Work Network" and "Shanghai Social Work" magazine were launched to provide an information platform for the management and exchange of social work in the whole city. The third is to strengthen the construction of social work training institutions. While relying on the social work training institutions of universities and scientific research institutions in this city to carry out professional training, in 2000, Shanghai Civil Affairs Bureau established the Shanghai Social Work Training Center on the basis of the former Shanghai Civil Affairs Cadre School to carry out the popularization training of social work concepts and methods, the pre-test training of professional qualifications and the continuing education of registered social workers.

In terms of community building. The Civil Affairs Bureau drafted the Implementation Measures for Promoting Community Social Work in Shanghai, which defined the professional fields, professional posts, professional organizations and professionals of community social work. A series of regulations have been made on the daily management of social workers' professional qualifications, job training, continuing education, recruitment and appointment, salary and treatment, assessment and reward; Clarify the funding guarantee for the development of social work and the responsibilities of relevant departments.

In terms of welfare services. Social work concepts and methods are widely introduced in the fields of institutional pension, orphans and disabled children, mental patients, home-based pension, and child foster care. Shanghai Social Welfare Center comprehensively promotes social work on the basis of pilot projects. Shanghai Children's Welfare Institute, Shanghai No.1 Social Welfare Institute, Shanghai No.2 Civil Psychiatric Hospital and many other institutions introduce social work professionals, encourage practitioners to learn social work, provide social work services by using professional methods such as social work cases, groups and communities, and set up social work posts and departments.

In the aspect of assistance and management of vagrants. At the municipal level, the municipal rescue management station has established a social work service station with four groups to carry out classified services. Professional social workers actively explore and carry out targeted social work for the recipients who are emotionally unstable due to suicide, self-mutilation tendency or other reasons, for the elderly and disabled people with special difficulties, for women and female underage recipients who have difficulties in life due to serious imbalance in family relations, and for minor recipients who have minor illegal behaviors or bad tendencies. The effect is obvious and has been well received by the target. At the regional level, socialized and specialized social work organizations have been established.

In promoting volunteer (volunteer) services. This paper puts forward the concept of common development between social workers and volunteers. Social workers and volunteers are the new force to carry out social services. Social workers are engaged in social services by profession, and volunteers are mainly part-time amateurs. Therefore, social workers should give full play to their professionalism and professional advantages. Social workers should develop, guide, contact and serve volunteers. They not only actively advocate volunteers' dedication and social responsibility, but also strive to overcome the shortcomings of voluntary service, such as randomness, lack of professional training and insufficient resources.

Actively participate in major social activities and play a professional role. In 2008, facing the record turnover of 7 million people and 520,000 cars in Shanghai, Tomb-Sweeping Day actively advocated organizing social workers in Shanghai to provide cemetery services, provide mourning services, advocate civilization, ease the flow of people and optimize management. Especially in the "5 12" earthquake relief work, Shanghai immediately advocated organizing social personnel to invest in emergency rescue and post-disaster reconstruction. On the seventh day after the earthquake, social workers from Shanghai, Hong Kong and Taiwan were organized to send the first national needs assessment working group to the disaster area, wrote the first assessment report on social workers' participation in disaster relief work, and established the Shanghai social work service group including four independent professional service teams. We sent 3 1 batch of 290 people to carry out professional social work services in Dujiangyan. Based on the concept of "community reconstruction", the professional concepts and methods of social work are used to help the people in disaster areas to save themselves and build themselves by integrating social resources, rebuilding support networks, soothing the emotions of victims and rebuilding social relations. (four) to coordinate and promote social work in all fields of the city.

Shanghai social work has been developed not only in the civil administration system, but also in other fields of work, which is another important task we undertake.

In the field of political and legal work. In 2003, a team of 1300 professional social workers in the fields of drug abuse, crime correction and teenagers was established in Shanghai's political and legal system. These social workers are collectively called "community correction social workers". They focus on the community and strengthen management services for high-risk groups from the source. As far as the organizational system is concerned, it operates in the form of non-governmental organizations, and the three-level structure of city, district and street goes hand in hand: "Self-improvement" social service head office, "Singapore Airlines" community service terminal and "Sunshine" youth affairs center.

In the fields of health and education. A number of medical institutions such as Shanghai Oriental Hospital and Shanghai Children's Medical Center have set up social work departments and posts. Social workers actively coordinate the relationship between hospitals, patients and their families and cooperate with the development of medical services; In primary and secondary schools, social workers actively carry out educational social work, adjust the relationship between teachers and students, guide students' growth and effectively support school education.

In the fields of family, women, population and family planning. The Shanghai Municipal Civil Affairs Bureau, together with the Municipal Civilization Office, the Municipal Population and Family Planning Commission and the Women's Federation of China, issued the Implementation Opinions on Promoting the Construction of Social Workers in the Population and Family Planning System, the Implementation Opinions on Promoting the Construction of Social Workers in the Women's Federation System, and the Implementation Opinions on Promoting the Guidance Center for the Construction of Family Civilization in Communities, etc., so as to carry out innovative population and family planning services and reach out to families and women.

The concepts and methods of social work and social workers have also been introduced in the fields of ethnic and religious affairs, overseas Chinese affairs and the cause of the disabled.
