Talents who meet one of the following conditions may apply for the procedures of talent introduction: (1) Academician of China Academy of Sciences and Academy of Engineering, and academic and scientific leaders at home and abroad. (2) Talents with independent intellectual property rights who have patents, inventions or proprietary technologies and have reached the advanced level at home and abroad. (three) experts who enjoy special allowances from the State Council and young and middle-aged experts who have made outstanding contributions at the provincial and ministerial levels. (four) talents with senior professional and technical qualifications under the age of 50 and deputy senior professional and technical qualifications under the age of 40. (five) people under the age of 45 who have a postgraduate degree in national education and have a doctorate or have studied abroad and obtained a doctorate. (6) Persons under the age of 40 who have a postgraduate degree in national education and have a master's degree and intermediate professional and technical qualifications, professional qualifications (excluding assistant-level professional qualifications, the same below) or have obtained a master's degree abroad.
