In accordance with the Civil Servant Law and the relevant regulations on civil servant recruitment, the Tianjin Municipal Civil Servant Bureau will organize the implementation of Tianjin City’s 2021 open recruitment of civil servants (managed with reference to the Civil Servant Law) staff) work. 1. Recruitment positions and conditions
The open recruitment positions are at the first level of the Tianjin Municipal Civil Servant Law Implementation Agency and the Civil Servant Law Management Agency (unit) Chief clerk and below and other civil servants at equivalent ranks.
Applicants should meet the following conditions:
(1) Have the nationality of the People’s Republic of China;
(2) Over 18 years old and 35 years old For those below (born between March 1985 and March 2003), the age of master’s students and doctoral students (non-employed) in 2021 can be relaxed to under 40 years old (born after March 1980, excluding judge assistants and prosecutor assistants) position);

(5) Have the physical condition and psychological quality to perform duties normally;
(6) Have the working ability that meets the job requirements;
(7) Have a bachelor's degree or above;
(8) Have other qualifications required for the proposed position.
Active military personnel, current non-fresh graduates, current civil servants, and staff of agencies (units) governed by the Civil Servant Law cannot apply. Persons who have received criminal punishment for crimes, persons who have been expelled from the Communist Party of China, persons who have been dismissed from public office, persons who are listed as targets of joint punishment for dishonesty in accordance with the law, and who have been found to have committed serious violations such as fraud in the recruitment of civil servants at all levels Those who have been employed for disciplinary conduct, civil servants, and staff of agencies (units) managed by the Civil Servant Law who have been dismissed for less than 5 years, as well as those who are not allowed to be employed as civil servants under other circumstances stipulated by law, are not allowed to apply.
Applicants are not allowed to apply for positions that will constitute the circumstances listed in Article 74 of the Civil Service Law upon recruitment, nor are they allowed to apply for positions with which they have a marital relationship, direct blood relationship, collateral blood relationship within three generations, or close relatives by marriage Relationship personnel hold positions as leadership members of the employer.
2. Application Procedures
(1) Job Inquiry

(2) Online registration
Registration time: 8:00 on March 3 to 18:00 on March 9.
Qualification review time: 8:00 on March 3 to 18:00 on March 10.
Applicants can only choose one position to apply for, and the application materials submitted should be complete, true and accurate. If you provide false registration application materials, forge or alter relevant documents, materials, and information to defraud examination qualifications, you will be severely dealt with in accordance with relevant regulations.
The recruitment agency needs to review the qualifications of the applications submitted by the applicants and provide review opinions within 48 hours of submission. Applicants can check the results on the registration website. If your application has not been reviewed or has passed the qualification review, you cannot apply for other positions. If you fail to pass the review after the registration deadline, you cannot submit your application again or apply for other positions.
Qualification review runs through the entire admission process. If an applicant is found to be unqualified for the examination at any stage of the examination, the recruitment agency may cancel his or her application or employment qualifications.
(3) Payment confirmation
Applicants who have passed the qualification review should confirm the payment from 8:00 on March 3 to 18:00 on March 11. Download and print the admission ticket for the written test from 8:00 on the 23rd to 18:00 on March 26. Persons from registered poor families, urban subsistence allowance personnel and disabled persons with certificates can contact the Tianjin Civil Servant Examination and Assessment Center to apply for examination fee reduction or exemption.
3. Exam subjects and time
(1) Written test
The written test includes public and professional subjects. The public and professional subjects are administrative occupations. The full score for both the aptitude test and application essay is 100 points. Public affairs subjects are tested at the municipal level and below the district level, and comprehensive management and administrative law enforcement are tested in categories. The written test scores are combined according to the proportion of 50 points each for the Administrative Vocational Aptitude Test and the Application Essay. People's police positions in public security organs are subject to professional subject examinations, and the written examination scores are combined according to the ratio of 40, 30, and 30 scores in the administrative professional aptitude test, application essay, and professional subject examination. (2) Qualification review
The recruitment agency needs to review the qualifications of those who enter the interview (physical fitness test). Relevant personnel must provide materials related to application qualifications in accordance with the requirements of the recruitment agency. If the main information in the relevant materials is untrue, the qualification to participate in the interview will be cancelled; if the applicant fails to participate in the qualification review, it will be deemed to have given up the qualification.
(3) Adjustments
After the qualification review work is completed, the ratio of the number of people who passed the minimum passing score of the written examination to the number of people planned to be hired does not reach 3:1 (positions requiring physical fitness test do not reach 4:1) 1), adjustments should be made.

(4) Physical fitness test and psychological quality test
If the recruitment position requires a physical fitness test, it shall be conducted in accordance with the prescribed standards and procedures. The details will be notified separately by the recruitment agency. Those who enter the physical examination are determined in order from high to low based on their written test scores in a 4:1 ratio to the number of people planned to be hired for each position. If the ratio is not reached, the assessment will be based on the actual number of people. Those who fail the physical fitness test will not be allowed to enter the interview; those who fail to participate as required will be deemed to have given up their qualifications. After the physical fitness test, the candidates for interview will be determined in a ratio of 3:1 to the number of people planned to be hired for each position.
The recruitment agency will conduct a psychological quality test on the applicants who enter the interview based on work needs. The results will not be included in the interview score and are for reference only. Those who fail to take the psychological quality test as required will be deemed to have given up their qualifications.
(5) Interview
After the transfer and other work are completed, the list of interviewees for the transfer position will be announced on the special website on May 18. If the ratio of the number of people who have passed the minimum qualifying score of the written examination to the number of people planned to be hired still does not reach 3:1, the existing candidates who have passed the written examination should be organized for interviews. The interview scores of the candidates should reach the average score of all the interviewers in their interview examiner group. Enter physical examination and inspection.
Interviews will be held on May 22nd and 23rd. The specific time will be notified by the recruitment agency. Applicants can download and print the interview admission ticket starting at 8:00 on May 19, and attend the interview according to the time and location notified by the recruitment agency, with the same second-generation resident ID card and interview admission ticket as when they registered.
Interviews are mainly structured interviews, but can also take other forms such as leaderless group discussions. The full score is 100 points, and the passing mark is 60 points. Those who do not meet the passing mark will not be hired. After the interview, the total score will be combined based on the proportion of written test scores and interview scores each accounting for 50%. Written test scores, interview scores, and total test scores are calculated to two decimal places, and the remainder is rounded off.
4. Physical examination and inspection
After the interview, the candidates will be admitted in order from high to low according to the ratio of the number of people interviewed for each position to the number of people planned to be hired. If there is a tie in the total scores, resulting in a situation where the number of people entering the physical examination and inspection exceeds the number planned for job recruitment, the decision will be based on the principle of priority for those with higher written test scores; if there is still a tie, the candidates who will participate in the physical examination and inspection will be determined together.
The physical examination shall be organized and implemented in medical institutions or physical examination centers designated by the Tianjin Civil Service Administration Department in accordance with relevant regulations such as the physical examination standards for civil servant recruitment and operation manuals. Applicants who fail to participate in the physical examination and re-examination at the specified time and location due to non-organizational reasons will be deemed to have given up automatically. The inspection work highlights political criteria and adopts methods such as individual interviews, on-site visits, strict review of personnel files, inquiry of social credit records, and interviews with individuals, focusing on understanding the political beliefs, political positions, political awareness and political performance of the candidates. Those who fail to pass the examination will not be hired. For job vacancies due to reasons such as failure in physical examination or inspection or abandonment of qualifications, the recruitment agency may fill positions in order of overall results from high to low according to work needs.
5. Announcement and Recruitment
Personnel to be recruited will be announced on the public recruitment website. The publicity content includes the name of the recruitment agency, the name, gender, registration serial number of the person to be recruited, etc. The publicity period is 5 working days. The supervision and reporting hotline will be announced during the public announcement to accept social supervision. Upon expiration of the public notice period, recruitment procedures will be completed for those who have no problems or whose reported problems do not affect their recruitment; those who report problems that may affect their recruitment and are verified will not be hired; if the reported problems are difficult to verify at the moment, their recruitment will be suspended pending investigation.
