Article 2 The recycling of scrapped cars shall be subject to the principles of unified management and strict examination and approval, and equal competition shall be promoted. Article 3 The Municipal Planning Commission is the competent department for the recycling and management of scrapped automobiles in this city.

Public security, industry and commerce, transportation and other departments shall cooperate with the competent authorities in implementing these measures in accordance with their respective responsibilities. Article 4: Scrapped cars shall be recycled at designated locations. Jinan Material Recycling Company is responsible for recycling scrapped cars from various units and individuals in the urban area (including Shizhong District, Lixia District, Tianqiao District, Huaiyin District, and Licheng District); Zhangqiu City, Changqing County, and Pingyin County Material recycling companies in , Shanghe County, and Jiyang County are responsible for recycling scrapped cars from various units and individuals within their jurisdictions.

City and county (city) material recycling companies are entrusted by provincial recycling companies and can also handle the recycling of scrapped cars from central and provincial units stationed in local areas. Article 5: Cars that have been identified as scrapped by the public security vehicle management department at or above the county level are not allowed to continue driving. Car owners must submit the vehicle to a designated recycling enterprise and go through the recycling procedures with the "Motor Vehicle Scrap Approval Application Form" approved by the public security vehicle management department with vehicle file management authority.

The scrapped cars handed over by car owners must have all five major assemblies complete, and other parts that still have use value can be dismantled and used by the car owners, but they must not be sold. Article 6 When a scrapped car recycling enterprise recycles a scrapped car, it must confirm that the five major assemblies of the scrapped car delivered for sale by the car owner are complete, including the engine, front and rear axles, transmission, frame, and steering gear. The factory numbers of the engine and frame are consistent with the driving license. At the same time, After checking the relevant certificates issued by the car owner, and then registering the name of the car owner's unit, address, name of the person in charge, resident ID number, and vehicle name, quantity, engine number, frame number, etc., issue a " Scrap car recycling certificate".

With the "Scrapped Car Recycling Certificate", owners of scrapped cars can go to the Municipal Planning Commission to receive the car renewal discount voucher, and then go to the transportation department to handle the cancellation of road maintenance fees. Article 7 Units applying to engage in scrap car dismantling must meet the following conditions:

(1) The enterprise has a registered capital of more than 100,000 yuan, and has corresponding dismantling technology and dismantling equipment such as cutting machines and balers. ;

(2) Have necessary fire safety facilities and treatment facilities to control environmental pollution. Article 8 Units that apply to engage in the recycling and dismantling of scrapped cars must be reviewed and approved by the Municipal Planning Commission, apply for a "Special Industry License" from the local public security department, and register with the industrial and commercial administration department before they can operate. Article 9 Recycling enterprises must treat the five major assemblies of scrapped cars as scrap steel. The parts that can still be used can be sold at a discount after being repaired by the dismantling enterprise, but they must be marked as "recycled parts" and it is strictly prohibited to assemble the entire vehicle for resale. . Article 10 The scrapped car dismantling market shall be planned uniformly by the municipal competent department, and all dismantling enterprises must enter the market to operate. Article 11 The purchase price of scrapped cars is calculated based on their metal content and is priced with reference to scrap metal. If the delivered vehicle is complete and has all parts and components, it will be purchased by the dismantling company through bidding, and the purchase price should be as reasonable as possible. Article 12 The Municipal Planning Commission shall, in accordance with the approval conditions, conduct an annual qualification review of units engaged in scrapped vehicle recycling and dismantling. Article 13: The public security vehicle management department shall shorten the annual inspection cycle for old vehicles that are about to reach the scrap standard. Older cars will no longer need to go through procedures such as ownership transfer and registration transfer within the first two years after the expiration of the extension period. Article 14 Any unit or individual that violates these regulations by assembling vehicles or recycling or dismantling scrapped vehicles without approval shall be ordered by the Municipal Planning Commission to make corrections within a time limit; those who fail to make corrections within the time limit shall be given a warning and a fine of 1 to 3 days for illegal gains. times the fine, but the maximum fine shall not exceed 30,000 yuan.

Those who violate relevant laws and regulations such as public security and industry and commerce will be dealt with by the public security and industry and commerce departments respectively in accordance with the law. Article 15 If the party concerned is dissatisfied with the administrative penalty, he may apply for reconsideration or file a lawsuit in accordance with the provisions of the "Administrative Reconsideration Regulations" and the "Administrative Procedure Law of the People's Republic of China".

Article 16 If a staff member of the administrative department responsible for the recycling and dismantling of scrap cars neglects his or her duties, abuses his power, or engages in malpractice for personal gain, he or she shall be subject to administrative sanctions by his or her unit or the superior department; if a crime is constituted, criminal liability shall be pursued in accordance with the law. Article 17: The Municipal Planning Commission is responsible for interpretation of issues arising from the specific application of these Measures. Article 18 These Measures shall come into effect from the date of promulgation.
