Implementing the "Action Plan for College Students in Every Village" is an important strategic decision made by the provincial party committee with a view to cultivating talents for rural economic development and social progress. The relevant matters are hereby announced as follows:

First, the recruitment principle

Adhere to the principle of "openness, equality, competition, and merit-based", focus on the recruitment of existing service posts, and adopt a combination of written examination and interview to conduct targeted recruitment.

Second, the recruitment plan, positions and conditions

(1) Recruitment Plan

This time, the city recruited 96 people for grassroots institutions, including 9 township institutions and 87 township primary and secondary schools.

(2) Recruitment positions

(3) Recruitment conditions

1. As of July 20, 20 13, volunteers who have worked in rural and grass-roots areas of Qiqihar for 8 years and passed the examination to renew their agreements (including volunteers who have worked in rural areas of Qiqihar for 8 years and turned into university student village officials, and the first batch of grass-roots institutions carried out targeted recruitment in 20 13).

Third, the implementation steps

(1) Release information

(2) Registration

1. Registration time, place and method

The registration time is 201312.9—12.1/working days. Project students who meet the recruitment requirements will register at the organization department of the county (city) district Committee where the current service post is located.

2. Precautions and requirements for registration

(1) The original and photocopy of my ID card shall be provided when registering;

(2) Bring the original and photocopy of graduation certificate and degree certificate with full-time college degree or above;

(3) Four one-inch bareheaded photos with a blue background, fill in the Application Form for Students of 20 13 Grassroots Projects in Qiqihar City (in duplicate, one for the organization department of the county (city) district committee and one for the organization department of the municipal party committee), and pay the examination fee to 200 yuan.

(3) Qualification examination

The qualification of project students is examined by the organization department of the county (city) district Committee. After the registration, the organization department of the relevant county (city) district committee will submit the registration form, photos, list and copies of relevant materials to the organization department of the municipal party committee on February 13.

(4) written examination

1, written test time: it is planned to be in the middle and late February of 12 (the specific time and test place are subject to the admission ticket).

2. Written test subjects: For the setting of written test subjects and contents, refer to two subjects, namely, Administrative Professional Ability Test and Application, and one test paper. The total written test score is 100, and the test time is 2 hours. The examination questions are uniformly organized and graded by the Organization Department of the Municipal Party Committee and the Municipal Human Resources and Social Security Bureau.

3. Notes on written test: Candidates must take the test with the admission ticket and the second-generation ID card (other documents are invalid); Candidates should bring their own black carbon pens, 2B pencils, erasers and rulers.

(5) Interview

1. Interview time: After the written test, the candidates who participated in the written test will be interviewed by the Organization Department of the Municipal Party Committee and the Municipal Human Resources and Social Security Bureau. The interview will be held within one week after the written test results are announced.

2. Interview form: Structured interview is mainly used to evaluate the comprehensive quality and job-holding ability of candidates. Total interview score 100.

3. Scoring method: The total score of the test is the sum of written test scores and interview scores, with the score of 100, and the weight is: written test scores account for 50% and interview scores account for 50%. The test results will be published in Qiqihar Pioneer Network (formerly Hecheng Party Construction Network) and the Municipal Human Resources and Social Security Bureau respectively.

(6) candidates to be hired

According to the recruitment plan, according to the total test scores of candidates, the candidates to be hired are determined in the order from high score to low score. If the total test scores are tied, they will be determined according to the interview results.

(7) Physical examination

The physical examination shall be organized by the Organization Department of the Municipal Party Committee and the Municipal Human Resources and Social Security Bureau in accordance with relevant regulations. The contents and standards of physical examination refer to the General Standard for Physical Examination of State Civil Servants (Trial) and supplementary standards, with the principle of being able to perform their duties normally. Those who fail the physical examination will not be hired, and if there are vacancies in the recruitment position, they will be replenished according to the total score from high to low. The specific time, place and precautions of physical examination will be notified separately.

(8) Selecting and reporting posts

The organization department of the county (city) district committee shall organize the physical examination of qualified personnel in a unified way. The selection of posts mainly follows the following principles: first, the project students to be hired must choose the grass-roots posts in their counties (cities); The second is to select posts according to the total score.

(9) Evaluation

After the job selection, the candidates for assessment will be determined, and the recruitment county (city) district will organize the implementation of the assessment, and the assessment results will be reported to the Organization Department of the Municipal Party Committee for approval. Those who fail the examination will not be hired, and if there are vacancies, they will be filled in the order from high to low.

(10) Publicity and Employment

Those who pass the physical examination, post selection and assessment will be publicized within the city for 7 days. If there is no objection at the expiration of the publicity period, with the consent of the Organization Department of the Municipal Party Committee and the Municipal Human Resources and Social Security Bureau, the relevant county (city) shall go through the employment formalities according to the relevant provisions.

Fourth, organize the implementation.

Township institutions and primary and secondary school staff who are selected for the city's "college student village officials" volunteers and other students serving grassroots projects are organized and implemented by the Organization Department of the Municipal Party Committee in conjunction with the Municipal Human Resources and Social Security Bureau and counties (cities).
