Questions about insurance leaflets

The CIRC just doesn't allow private printing of insurance policies, because all insurance policies are supervised by the CIRC.

As for the insurance leaflet you mentioned, I can understand it as a leaflet for a product of a company. Insurance companies are not allowed to print this privately, because the company is worried that there will be some illegal contents in the leaflets printed by individuals, which are beyond the coverage of product terms, or that individuals will print some promises and business policies on the leaflets without the company's permission.

This will mislead consumers or to some extent constitute deception!
