Chapter I General Provisions Article 1 In order to strengthen the construction site management of construction projects in this Municipality, improve the management level of safe and civilized construction, and create a clean and beautiful urban environment, these Provisions are formulated in accordance with the People's Republic of China (PRC) Construction Law, the People's Republic of China (PRC) Air Pollution Prevention Law, the Regulations on the Administration of Work Safety in Construction Projects and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to the management of construction sites of construction projects within the administrative area of this Municipality.

These Provisions shall not apply to water conservancy projects, traffic projects, military construction projects, emergency rescue and disaster relief, and the construction activities of farmers' self-built houses on the second floor and below.

The construction sites mentioned in these Provisions include buildings (structures) and their ancillary facilities, municipal infrastructure and its supporting projects, decoration projects, demolition of buildings (structures), equipment installation, pipeline laying, landscaping and earthwork operations, as well as municipal infrastructure maintenance sites and temporary construction sites. Article 3 The municipal construction administrative department is responsible for the overall coordination of the city's construction site management and the supervision and management of safe and civilized construction on the construction site.

County (District) construction administrative departments in accordance with the hierarchical management authority, responsible for the supervision and management of construction site safety and civilized construction within their respective jurisdictions.

The administrative department of urban management is responsible for the city appearance and environmental sanitation and construction waste disposal activities on the construction site, as well as the supervision and management of the construction site such as excavation and temporary occupation on the urban roads that have been delivered for use.

The competent department of landscape administration shall be responsible for the supervision and management of safe and civilized construction on the construction site of landscape greening project.

The comprehensive administrative law enforcement organ of urban management is responsible for the administrative punishment of the construction site of the construction project.

Public security, labor and social security, land, environmental protection, planning, health, food supervision, quality and technical supervision, production safety supervision and civil air defense and other relevant departments shall, according to their respective functions and duties, manage the construction site of construction projects according to law. Article 4 Township people's governments and sub-district offices shall, in accordance with their duties, strengthen supervision and inspection of the safe and civilized construction of construction sites within their respective jurisdictions, and assist the relevant departments of the people's governments at higher levels to perform their duties of supervision and management of construction sites according to law.

The Township People's Government shall be responsible for the supervision and management of the city appearance and environmental sanitation and construction waste disposal activities of construction sites within its jurisdiction. Fifth city and county construction administrative departments shall establish a credit evaluation management system for the construction industry, and conduct credit evaluation management for construction enterprises.

The construction administrative department shall evaluate the credit behavior of construction, survey, design, construction, supervision units and relevant employees in implementing the construction site management of construction projects, and the evaluation results shall be incorporated into the credit evaluation management system of the construction industry.

The credit evaluation results shall be applied to the bidding and evaluation activities of construction projects. Chapter II Safe Construction Article 6 The construction site of a construction project shall not exceed the approved land for construction projects, temporary land use and temporary occupation of roads.

Temporary occupation of road construction projects should obtain temporary occupation of road permits, and hang public signs at the scene to publicize the basic information of the project, commencement (completion) date, occupation time, basic procedures and procedures under construction, and accept social supervision. Article 7 The construction unit shall take overall responsibility for the safe and civilized construction on the construction site, be responsible for the unified and coordinated management of safety construction, environmental protection and environmental sanitation on the construction site, and define the management responsibilities of safety construction, environmental protection and environmental sanitation of all construction units on the construction site.

The construction unit shall be specifically responsible for the safety construction, environmental protection and environmental sanitation management of the construction site, establish rules and regulations, and implement the management responsibility system.

The general contractor is responsible for the unified management of the construction site of the construction project; The subcontractor is responsible for the management of the construction site within the scope of subcontracting. Article 8 The construction unit shall specify the responsibilities and responsible persons of the construction site management of the construction project in the construction contract and supervision contract. Ninth construction units shall formulate safety and civilized construction management measures on the construction site, and implement the responsible personnel.

The construction unit shall, jointly with the production, transportation enterprises and design units of prefabricated buildings, formulate process control measures and protection measures for the whole process of prefabricated products. Tenth construction units in the preparation of the project budget and tender documents, the construction project should be safe and civilized construction measures and dust pollution prevention and control costs as uncompetitive costs.

The construction unit shall clearly stipulate the total amount and payment method of safety and civilized construction measures and dust pollution prevention and control fees in the construction contract.

The construction unit shall include the cost of safety and civilized construction measures and the cost of dust pollution prevention and control into the special account for safety production expenses set up by the construction unit. After the completion of the project construction, there is still a balance of expenses, and the construction unit can recover it in accordance with the contract. Eleventh to encourage construction sites to promote and apply modern information technology such as building information model.

For large-scale construction projects, the construction unit shall install and use remote video monitoring, vehicle identification, information collection of project personnel, online monitoring of dust pollution on the construction site and other information systems; If the construction unit organizes the construction by itself, the information system shall be installed and used by the construction unit. The cost of information system construction can be charged from the cost of safe and civilized construction measures and the cost of dust pollution prevention and control.
