According to the requirements of the civil air defense project construction planning or the competent department of civil air defense, the construction area of the civil air defense basement can be approved by 60% of the construction area of the 6-level personnel shelter project. The construction of civil air defense professional team project or level 5 personnel shelter project can be approved by 70% of the construction area of level 6 personnel shelter project.

The competent department of natural resources shall solicit the opinions of the competent department of civil air defense at the same level when organizing the formulation of the land transfer plan. For civil buildings that should be built with air defense basements according to regulations, the competent departments for civil air defense should put forward the construction requirements for the protection level and construction area of air defense basements, and the competent departments for natural resources should make it clear in the land transfer plan. The construction unit shall submit a written application to the competent civil air defense department, which shall verify it within 5 working days from the date of receiving the application.
