In order to implement the strategy of "Talent Plus" in depth, promote Yibin's new round of great development, and be the vanguard of the regional economic center in the junction of Sichuan, Chongqing, Yunnan and Guizhou, it is decided to introduce and reserve a group of high-end talents that are in urgent need at home and abroad. The specific matters are hereby announced as follows.
1. Target range
Doctoral and master students who have graduated at home and abroad and obtained graduation certificates and corresponding degree certificates recognized by the Ministry of Education, or those who have obtained associate senior and above professional and technical titles. Focus on introducing eight high-end growth industries and green food processing industries such as rail transit, new energy vehicles, intelligent manufacturing, general aviation, new materials, energy conservation and environmental protection, medicine and equipment, and shale gas, as well as five emerging leading service industries such as modern logistics, tourism culture, modern finance, information services, education and medical care that meet the needs of Yibin's economic and social development (see Annex for specific demand plans).
Second, the basic conditions
(1) Good ideological and political quality, law-abiding, good conduct and good professional ethics.
(2) I love my job and have a strong sense of professionalism and responsibility, solid professional knowledge, and a strong sense of pioneering and innovation, unity and cooperation.
(3) Doctoral students are 35 years old and below, and master students are 3 years old and below. For doctoral students who have obtained associate senior and above professional titles or have practical work experience, they will be relaxed to 4 years old and below, and for master students, they will be relaxed to 35 years old and below.
(4) The deadline for obtaining doctoral and master's degree certificates is before December 31st of the graduation year, among which, the returned overseas students have passed the foreign academic degree certification of the Study Abroad Service Center of the Ministry of Education.
(5) Good health.
(6) Those who are under any of the following circumstances are not allowed to register:
1. Those who have been criminally punished by judicial organs.
2. Those suspected of violating the law or discipline are under review.
3. Party discipline and political discipline have not been lifted.
4. Those who have been expelled from public office or dismissed.
5. Others who violate relevant regulations and are not suitable for registration.
III. Introduction Procedures
(1) Registration. Registration is carried out by combining online registration with on-site registration.
1. Online registration. Applicants fill in their resumes truthfully and send them to the e-mail address of the demanding unit for registration.
2. Register on site. According to the needs of the work, a special publicity activity of Yibin talent introduction was held in colleges and universities, and applicants were accepted on the spot.
(2) Interview assessment. According to the situation of applicants, the positions of party and government organs and institutions mainly test the candidates' political and ideological quality, professional knowledge and performance ability in an all-round way through interviews. Enterprise positions are determined by each enterprise independently.
(3) Physical examination. The introduction of talents by party and government organs and institutions will refer to the relevant regulations on the recruitment of civil servants and the recruitment of personnel in institutions for physical examination and political review. The medical examination standards shall be implemented according to the relevant provisions of the Ministry of Human Resources and Social Security, the National Health and Family Planning Commission and the National Civil Service Bureau, such as the Notice on Amending the General Standards for Civil Servant Employment Medical Examination (Trial) and the Operating Manual for Civil Servant Employment Medical Examination (Trial) (No.14 [216] of the Ministry of Human Resources and Social Security). The main contents of the investigation are my political and ideological quality, realistic performance, professional knowledge and skills, comprehensive quality, law-abiding, party style and clean government.
(4) Publicizing employment. The candidates introduced by party and government organs and institutions will be publicized in Yibin Sanjiang Talent Network for 5 working days. After the expiration of the publicity period, those who have not found any problems affecting the transfer and employment will go through the transfer and employment procedures according to the job category and sign a service agreement according to the relevant regulations.
IV. Policy treatment
In addition to the wages and benefits stipulated by the state, imported high-end talents can also enjoy the following preferential policies for imported talents in our city:
(1) Imported talents are employed as staff of public institutions, with emphasis on sending them to municipal departments for temporary work and exercise. The probation period for introducing talents is one year. After one year's employment (including the probation period), those who pass the examination will be appointed as the official department (level 7 staff) and the deputy department (level 8 staff) of the institution respectively. At the same time, imported talents with good moral integrity, strong professional ability, development potential and meeting the relevant conditions for the transfer of civil servants can be transferred to the organs to hold leadership positions or non-leadership positions at the level of deputy researcher or above and other equivalent positions (doctoral and master graduates are arranged according to the leadership positions at the official level and deputy department level respectively), and civil servants can be registered according to relevant regulations.
(2) Bring the introduced talents into the reserve cadres of county (district) and municipal departments for tracking management and key training, as the main channel to supplement the leading cadres of the organs, and select them to important departments and key positions in time for experience.
(3) The introduced full-time doctoral students in "985" and "211" universities and talents with full and senior professional titles will be given a subsidy of 2, yuan each, and the municipal state-owned or state-holding enterprises and balance allocation institutions will enjoy a monthly subsidy of 2, yuan within 1 years.
The introduced full-time "985" and "211" university graduate students and talents with associate senior professional titles will be given a subsidy of 8, yuan each, and the municipal state-owned or state-holding enterprises and balance allocation institutions will enjoy 8 yuan's entrepreneurship subsidy every month for 1 years.
(4) Imported talents who meet the prescribed qualifications can stay in our talent apartment with their bags. Give priority to coordinating and solving life problems such as spouse employment and children's enrollment.
