In order to speed up the construction of Lintong as a world-class tourist destination and make it a leading tourism industry in Shaanxi and xi, in accordance with the overall deployment of the municipal party committee and the municipal government, and in accordance with the spirit of the 2nd1standing committee meeting of the municipal party committee and the 90th executive meeting of the municipal government in 2009, Xi Lintong District People's Government (hereinafter referred to as Lintong District Government) and Xi Linjiang New District Management Committee (hereinafter referred to as Qujiang Management Committee) formally completed the task of building Lintong Tourism Resort on June 5, 2009+February 6, 2009 after full consultation between our district and Qujiang Management Committee, in accordance with the concept of "complementary advantages, * * * win-win construction, * * common development and * * common benefit". The contents of the agreement on the division of management rights and responsibilities of Lintong Resort are hereby notified as follows:

Lintong Tourist Resort has a planned area of 28.78 square kilometers. There are 2 sub-district offices and 18 administrative villages in the area. It is bounded by expressway in the west in the north and expressway in the west; The southern boundary starts from beacon tower in the east and reaches Hong Qing ditch in the west, and is bounded by the ridge lines of Baijiashan, Guoli, Lugong, Sanzhao, Wang Jun, Xiaoyu and Majia's Lishan shallow mountain. The west is bounded by Lintong-Baqiao administrative division; East is bounded by the west wall of Huaqing Middle School and the valley line from Lishan Sigou to beacon tower.

Entrusted by the Municipal Party Committee and the Municipal Government, Qujiang Management Committee manages the related matters of Lintong Tourist Resort according to the management functions and authority of Qujiang Management Committee at present. Specifically, it includes development and reform, investment attraction, planning and construction, municipal construction, land and resources management, housing management, etc. Lintong District Government is responsible for other social management and affairs. The specific division of labor is as follows:

I industrial development, foreign trade and investment attraction

Qujiang Management Committee is responsible for formulating economic development planning and industrial development planning of Lintong tourist resort, attracting investment, project investment management, introducing project services, accepting complaints from enterprises, and foreign trade management.

Two. Planning, construction and management

Qujiang Management Committee is responsible for the overall planning of Lintong Tourist Resort, the planning approval and management of construction projects, the approval and management of buildings and landscaping, the construction of municipal facilities and the approval of outdoor advertisements.

Three. Land acquisition, demolition and resettlement work

1. Within the planning scope of Lintong Tourist Resort, Lintong District Government is responsible for the collection, demolition, resettlement, compensation and letters and visits of collective land; Qujiang Administrative Committee is responsible for the recovery, relocation, resettlement, compensation and letters and visits of land used by various enterprises and institutions on state-owned land. All land acquisition, demolition, resettlement, compensation and management expenses shall be borne by Qujiang Management Committee.

2. The standards for land acquisition, demolition and resettlement in Lintong Tourist Resort shall be implemented in accordance with the relevant policies of agricultural land conversion and urban village reconstruction in Xi City. The Lintong District Government shall formulate a specific land acquisition, demolition and resettlement plan and report it to the Leading Group for Planning and Construction of Lintong National Tourism and Leisure Resort for approval before implementation.

3. Within the scope of Lintong Tourist Resort, a centralized resettlement area shall be built according to the principle of being on the spot and nearby for the demolition and resettlement of Lintong Tourist Resort. Under the same conditions, enterprises in the tourist area will give priority to those who meet the requirements of the demolition.
