Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Education Law of the People's Republic of China, the Law of People's Republic of China (PRC) on the Protection of Minors and the actual situation of this Municipality in order to strengthen the management of kindergartens, ensure the healthy growth of young children and promote the development of preschool education. Article 2 These Provisions shall apply to the establishment and management of all kinds of kindergartens within the administrative area of this Municipality, as well as the care and education of preschool children. Article 3 The municipal education administrative department is the administrative department in charge of kindergarten management in this Municipality; County (city, district) education administrative department is responsible for the supervision and management of kindergartens within its jurisdiction.

Planning, health, price, finance, labor, personnel and other administrative departments shall do a good job in kindergarten management according to their respective responsibilities.

Women's federations, trade unions and other organizations shall cooperate with the administrative departments of education to do a good job in kindergarten management. Article 4 People's governments at all levels or education administrative departments shall commend and reward units and individuals that have made remarkable achievements in preschool education. Chapter II Organization and Approval Article 5 The people's governments of cities and counties (cities, districts) shall run experimental kindergartens well; Township people's governments should run central kindergartens well. The people's governments at all levels need to hold kindergartens for capital construction investment and equipment purchase fees, which shall be allocated by the finance at the same level; Regular funds are subsidized by the financial sector.

Encourage organs, enterprises and institutions, social organizations, village (neighborhood) committees and individual citizens to organize or donate kindergartens.

Encourage the establishment of kindergartens to recruit disabled children or attach classes for disabled children to kindergartens. Article 6 A kindergarten shall meet the following conditions:

(a) in line with the development plan of early childhood education;

(2) Having a clear educational purpose and training objectives;

(three) there are parks and facilities that meet the "Regulations on Kindergarten Work" and the national health and safety standards;

(4) Having teaching staff and management personnel commensurate with its scale;

(5) Meet other conditions stipulated by laws and regulations. Article 7 To hold a kindergarten in the urban area, an applicant shall apply to the municipal education administrative department for registration with the following materials: If a kindergarten is held in a county (city), an application for registration shall be submitted to the education administrative department of the county (city) where it is located.

(a) the constitution of the proposed kindergarten;

(two) the qualification certificate of the promoters;

(three) the qualifications of the proposed director, teachers and staff;

(four) the site certificate of the proposed kindergarten;

(five) proof of the source of funds for the proposed kindergarten;

(six) health certificate and disinfection certificate issued by the administrative department of health;

(seven) other materials required by laws and regulations.

City, county (city) education administrative departments shall, within thirty days from the date of receiving the application, review and register those who meet the conditions stipulated in Article 6, and inform the reasons in writing if they do not meet the conditions. Kindergartens registered by the county (city) education administrative department shall be reported to the municipal education administrative department for the record.

Overseas organizations, individuals and domestic organizations with legal personality jointly hold kindergartens, which shall be submitted for approval according to the provisions after being audited by the municipal education administrative department. Article 8 If a kindergarten changes its registered items or terminates for any reason, it shall go through the formalities of change and termination of registration with the education administrative department at the place of registration within three months before the change or termination. Fifteenth kindergarten directors organized by the people's governments at all levels shall be managed with reference to the measures for the administration of primary school principals at the same level; The management measures and wages of non-agricultural registered permanent residence preschool teachers shall be implemented in accordance with the relevant provisions of primary school teachers; The salary of preschool teachers in agricultural registered permanent residence shall be co-ordinated by the Township People's Government and implemented in accordance with relevant regulations.
