Measures for the Implementation of Free Bus Ride for Disabled Persons in Suzhou City

Article 1 In order to implement the Opinions of Suzhou Municipal Party Committee and Municipal People's Government on Accelerating the Development of Disabled Persons (Su Fa [2010] No.45) and ensure that disabled persons can take local buses free of charge, these Measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality.

Article 2 Disabled people can take buses for free by issuing IC cards for urban disabled people (hereinafter referred to as love cards).

Love cards are for disabled people under 70 years old who are registered in Suzhou (Wuzhong District, Xiangcheng District, Pingjiang District, Canglang District, Jinchang District, Industrial Park, High-tech Zone) and hold the second generation People's Republic of China (PRC) Disabled Persons' Card.

Article 3 To apply for a love card, you need to bring the following materials:

(a) the original and photocopy of my resident identity card, the original and photocopy of the disabled card and residence booklet;

(2) A two-inch color bareheaded recent photo.

Article 4 To apply for a love card, you need to fill out the Application Form for Suzhou Disabled People's Love Card and provide the materials needed to apply for the card.

Article 5 The Love Card can take buses of all lines in Suzhou city free of charge.

Love cards are real-name cards, one for each person and one for special use. Forging, altering, lending or fraudulent use is strictly prohibited. Once illegal use is found, each bus company will take it back and hand it over to the card issuing department, and make corresponding treatment with reference to Suzhou bus ride rules.

Disabled people must abide by the relevant provisions of the Regulations of Suzhou Municipality on the Administration of Bus Passenger Transport and the Rules of Suzhou Municipality on Bus Ride when using the Love Card. Drunken people, patients with infectious diseases and unsupervised mentally and intellectually disabled people are not allowed to ride.

Article 6. Add, reissue, check and return cards.

(1) new. The application for love card is processed twice a year, and June 10 to June 20th and June 10 to February 20th are the working days for the first application for love card. Anyone who meets the requirements and needs to apply for a love card must bring relevant materials, deposit 30 yuan and insurance premium 10 yuan to the community neighborhood committee where the household registration is located. Persons with disabilities who fail to apply for a card within the specified time shall apply for it next time. The application time of love card for 20 1 1 is from 10 to 16 to 10 to 3 1. Persons with disabilities who meet the requirements and need to apply for a love card should bring relevant materials, with a deposit of 30 yuan and an insurance premium of 15 yuan (the insurance period is from the date of applying for a love card to 2065438.

(2) reissue. If the love card is lost or damaged, it will be reissued twice a year. Every year in June, 65438+February, unified card replacement. At the time of replacement, the disabled person shall bring the original ID card, disability certificate, residence booklet and IC card fee 30 yuan/Zhang to the community neighborhood committee (village committee, workstation) where the household registration is located. If it is reissued in June each year, the insurance premium paid will no longer be charged; It will be reissued in June 5438+February every year, and the premium will be 10 yuan if you don't participate in the annual review of that year.

(3) Annual review. Disabled Persons' Federation in each district is responsible for the specific implementation of the annual review of love cards. Persons with disabilities who hold love cards from June 5438+065438+ 10 every year must bring their ID cards and disability certificates to the District Disabled Persons' Federation for annual review (the specific time and place will be notified separately by the District Disabled Persons' Federation), and at the same time pay the insurance premium for next year 10 yuan/person. If the annual review is not carried out as required, the IC card will automatically become invalid. Under special circumstances, with the certificate issued by the street (town) or the police station, the annual examination procedures can be re-submitted (20 1 1 love card is exempted from annual examination).

(4) Return the card. If disabled people need to return their cards, they should do it according to Suzhou Tongka Card Return Process (the deposit can be refunded in 30 yuan when returning the cards).

Seventh in order to reduce the inconvenience of disabled people to travel, encourage disabled people to avoid taking local public transport during peak hours.

Eighth Suzhou Disabled Persons' Federation and the Municipal Passenger Transport Management Office are responsible for supervising the implementation.

Article 9 Love cards are activated from 201111.

Article 10 These Measures shall come into force as of the date of promulgation. All county-level cities refer to the implementation.
