Support rural doctors to receive secondary and higher medical education.

The lack of opportunities for upgrading academic qualifications has always been one of the problems that plague rural doctors. In this regard, the notice puts forward three requirements:

1. Medical educational institutions with academic qualifications should carry out medical academic education to meet the needs of rural areas in accordance with the relevant provisions of the state, and train suitable health talents for rural areas.

2, rural doctors to participate in business training and continuing education.

3, all localities should take various forms to strengthen the training of rural doctors, support qualified rural doctors to receive secondary and higher medical education.

This kind of village doctors are directly included in the establishment and assessment of secondary and higher vocational schools.

The "Notice" requires innovation in the incentive mechanism for rural doctors and puts forward three incentive schemes with clear conditions. Meet the following conditions of rural doctors can be directly compiled and assessed.

1, medical practitioners who have been practicing 10 for more than 0 years can apply.

Encourage qualified areas to hire rural doctors who have been practicing in village clinics (institutes) for more than 10 years, are under 45 years of age, have obtained the qualification of practicing doctors, and have been well received by the masses, and will be included in the establishment management through open recruitment of public institutions.

2. Worked as an intern in secondary vocational schools for more than 20 years and evaluated higher vocational schools for more than 30 times.

Rural doctors who are included in the establishment management and have been practicing for more than 20 years and engaged in intermediate titles and senior titles for more than 30 years are not limited by the proportion of posts, and are listed separately outside the proportion of professional and technical posts.

3. Village medical papers, computers and foreign languages are not required.

Rural doctors do not require papers, computer application ability and foreign language level to evaluate senior professional titles, and draw a separate score line for the practical skills examination of senior professional titles.

Minimum subsidy for each village clinic 1000 yuan/year.

The "Notice" requires the construction of standardized village clinics, equipped with various equipment according to standards, and creates basic conditions for village doctors to practice.

On the basis of the basic public health service project tasks, subsidy standards and performance evaluation subsidies of the village clinics (institutes), the basic public health service project funds can be regarded as the public funds of the whole village clinics (institutes).

Conditional cities and counties can set up operating fund subsidies according to the standard that each village clinic is not less than 1000 yuan/year.

For a long time, the channels of rural doctors' enrollment and professional title evaluation are not smooth, and the requirements vary from place to place, which greatly affects the enthusiasm of rural doctors and is not conducive to diverting medical talents to the countryside.
