Japan's Ministry of Foreign Affairs stipulates that Japanese foreigners who apply to meet Japanese relatives (related by blood or marriage) can apply for "visiting visas" from embassies and consulates all over Japan if they have identity guarantors in Japan. The procedure is as follows:
