Due to the need of work, Huaihua CPPCC decided to openly select staff for organs and units at or below the county level in the city. The relevant matters are hereby announced as follows:
I. Selection of posts and numbers
Two comprehensive positions in CPPCC research room.
Second, the scope of choice
The organs at or below the county level in the city and the institutions managed by the Civil Service Law have registered civil servants (including the staff managed by the Civil Service Law, the same below), and they are being compiled.
In line with the above conditions, central organs, provincial organs, municipal organs located in counties and cities of Huaihua City and the following units (including vertical management units and dispatched units) can also apply.
Three. Selection conditions and requirements
(1) Registration conditions
1. China * * * party member (including preparing for party member) has a firm political stance and excellent political quality, strengthens the "four consciousnesses", strengthens the "four self-confidences" and achieves "two maintenance";
2. Have good professional quality, good conduct, outstanding performance and recognized by the masses;

4. Have more than 5 years of working experience in county and township civil servants, of which Selected Graduates requires more than 2 years of working experience in civil servants;
5. He should have worked in the same level organ for more than 2 years and in his own unit for more than 1 year. Those newly promoted positions and ranks should have served for 1 year, and the annual assessment is basically incompetent.
6. Hold a leadership position below the deputy department level, or a third-level chief clerk below the equivalent rank level;
7. Full-time bachelor degree or above, male only, unlimited in major, with high political literacy and comprehensive writing ability, decent style, dedication and hard work;
8. Have the physical conditions and psychological quality to perform their duties normally;
9. Other qualifications stipulated by the competent department of civil servants;
10. Other conditions stipulated by laws and regulations.
(two) under any of the following circumstances, shall not participate in the open selection.
1. was expelled from China * * * Party membership;
2. It is listed as the object of joint punishment for dishonesty according to law;
3. Suspected of violating discipline and law, being examined by relevant specialized agencies, and no conclusion has been reached;
4. Affected by admonition, organizational treatment or disciplinary action. , the use is affected by expiration or failure;
5. In accordance with the relevant provisions, working in township organs, hard and remote areas and directional units has not reached the minimum service life or has other transfer restrictions;
6. Still on probation;
7. Other circumstances stipulated by laws, regulations and relevant policies.
The above work experience, working years and service years are calculated as of April, 2022 18. The current position level is based on the position before registration.
Fourth, the selection process
(1) Registration
1. Registration time: April, 2022 19 to April, 29, 2022 (except holidays), and it will not be accepted after the deadline.

3. Registration takes the form of on-site registration. Materials and requirements to be submitted:
(1) Applicants log on to Huaihua Personnel Examination Network () to download the Registration Form for Public Selection and Transfer of CPPCC Organs in Huaihua City in 2022, fill in the relevant information truthfully, and the unit will organize the personnel department to review, and the main leaders will sign their opinions and affix their official seals.
(2) The original and photocopy of the applicant's ID card, academic certificate, degree certificate and related materials.
(3) Copies of the Examination and Approval Form for Employment of Civil Servants and the Registration Form for Civil Servants or Participating in Public Servants (stamped with the official seal of the personnel file management department).
(4) Two recent 1 inch bareheaded photo (including electronic version).
(2) Qualification examination
Take the qualification examination for examiners according to the post qualification conditions. After passing the qualification examination, the applicants will receive the admission ticket and take the written test according to the specified time. The information filled in by the applicants must be true and reliable, otherwise all the consequences arising therefrom will be borne by you (including disqualification).
(3) Examination
The examination is divided into written examination and interview, both of which are calculated according to the percentage system. The comprehensive score is calculated according to the proportion of written test score accounting for 60% and interview score accounting for 40%, and two decimal places are reserved according to rounding. Those with the same comprehensive scores will be sorted according to the written test scores.
1. written test. The minimum ratio of written test is 5: 1. If the number of applicants does not reach the minimum proportion of written examination, due to work needs, with the approval of the municipal competent department of civil servants, the proportion of examinations may be appropriately reduced or the selection plan may be reduced. The written test mainly tests the comprehensive ability of candidates, and candidates must take the test with valid identity documents and admission tickets. No review book is specified for the examination, and the time and place of written examination will be notified separately.
2. Interview. The ratio of opening the interview is 3: 1, and the interview candidates are determined according to the written test results from high to low. If the number of interviewees does not reach the required proportion of opening the examination, the proportion of opening the examination or the selection plan may be reduced with the approval of the municipal competent department of civil servants due to work needs. The interview will be conducted in a structured way, and the interview time and place will be notified separately.
(4) Investigation
The open selection adopts the method of difference investigation, and the candidates are determined according to the ratio of the number of people inspected to the number of people selected in the plan 1.5: 1.
The contents of the investigation mainly include the actual performance of virtue, ability, diligence, achievement and honesty, as well as the qualifications for the examination. If the relevant certification materials are found to be fraudulent during the inspection, the qualification for selection will be cancelled directly.
After passing the inspection, the personnel to be transferred will be determined from high score to low score according to the comprehensive scores of written test and interview. When the examination is unqualified or abandoned, the selection unit shall decide whether to make up the examination and report to the municipal competent department of civil servants. If it is replenished, it will be replenished from high score to low score according to the comprehensive score.
(5) Publicity
After the inspection is qualified, the CPPCC Party Committee meeting will study and determine the personnel to be transferred and publicize them for 5 working days.
(6) Trial and transfer
There is no objection after the expiration of the publicity period, and the probation period is 3 months. During the probation period, the relationship between organization, personnel and wages and benefits remains in the original unit. Upon the expiration of the probation period, those who pass the examination shall go through the formal transfer formalities according to the relevant procedures, and those who fail the examination shall return to their original units.

(1) The promotion (rank) of the transferred personnel will not be recognized in the process of applying for this open selection.
(2) In the process of open selection, if it is determined by other units as the candidate to be transferred (calculated from the date of publicity), it shall truthfully report to the Personnel Section of Huaihua CPPCC Office and stop participating in this open selection.
(three) to participate in the open selection of personnel should strictly abide by the discipline of personnel examination. If there is any violation of the relevant provisions or fraud, once verified, the examination qualification will be cancelled and severely dealt with according to the relevant provisions.
(4) Candidates should cooperate with open selection units to do a good job in physical examination and epidemic prevention, truthfully report their health status, and if they conceal, lie or provide false information, their examination qualifications will be cancelled, and if adverse consequences are caused, their legal responsibilities will be investigated according to law.
(5) The competent department of civil servants in Huaihua City is responsible for the comprehensive management, supervision and inspection of this public selection of civil servants, accepting the supervision of all sectors of society throughout the process, and handling those who violate the rules and regulations in accordance with relevant regulations.
