According to the Interim Provisions of the Ministry of Personnel on Open Recruitment of Public Institutions, public institutions recruit professional and technical personnel, managers and workers, adhere to the employment standards of having both ability and political integrity, implement the principles of openness, equality, competition and merit, and openly recruit for the society.

In addition to the staff of institutions managed by the civil service system, the conditions for applying for other institutions focus on their own conduct and ability. Immediate family members serving their sentences in prison are not restricted and can apply for the exam.

Legal basis: Article 9 of the Interim Provisions on Open Recruitment of Public Institutions. Applicants must meet the following conditions:

(1) Having China nationality;

(2) Abiding by the Constitution and laws;

(3) Having good conduct;

(4) Professional or skill requirements required for the post;

(5) Physical conditions that meet the requirements of the post;

(6) Other conditions required for the post.
