Why hasn't Zhao been demolished after Lishui Tiansheng Bridge?

There are illegal buildings in Zhao family behind Lishui Tiansheng Bridge. Some owners are unwilling to cooperate with the demolition, or even resist or obstruct, which leads to the slow progress of the demolition work.
