Guilin Lingui Education Bureau needs to open a certificate of no violation of law and crime when recruiting teachers.

In any of the following circumstances, a citizen may apply to the police station where his domicile is located to issue a certificate of whether the citizen has a criminal record:

(1) National laws, regulations and rules stipulate that citizens' practice must be based on "no criminal record";

(2) Citizens who apply for entry and exit visas need to apply to the notary office for notarization of whether they have a criminal record certificate according to law.

If a citizen needs to apply for a permit when practicing, he shall fill in the Application for Proof of No Criminal Record with the applicant's resident ID card and relevant documents (forms) and apply for a permit (or visa) to the local police station where the household registration is located.

If it is necessary to apply to the notary office for notarization of the certificate of criminal record according to law for applying for an entry-exit visa, it shall fill in a copy of the notarization application document signed by the applicant's resident identity card and the notary office (stamped with the seal of the notary office), and submit the Application Certificate of Citizen's Proof of Criminal Record to the local police station.

If a citizen is unable to file an application in person due to special circumstances, he may entrust his spouse or immediate family members with full capacity for civil conduct to handle it on his behalf, but he must submit the power of attorney, the original and photocopy of the resident identity card of the client and the trustee.

If the police station issues a citizen's certificate of no criminal record according to the provisions of this notice, it is necessary for the handling police to fill out the "Approval Form for Certificate of No Criminal Record" and report it to the leaders for approval.

After accepting the application for certificate, the police station shall handle it within five working days. If the situation is complicated and needs investigation and verification, it may be extended for five working days.

Therefore, the school security office cannot open a criminal record and must apply to the police station where the household registration is located.
