Measures for the administration of police auxiliary personnel in Beijing public security organs are as follows:

1. In order to strengthen the management of police auxiliary personnel of public security organs, standardize their performance of duties and protect their legitimate rights and interests, according to relevant laws and regulations and combined with the actual situation of this Municipality;

2. Open recruitment for the society, directly managed and used by the public security organs, providing auxiliary support for the police activities and related work of the public security organs, and staff who do not have the identity of the people's police, including police assistants and service police assistants;

3. Social forces such as security defense team members, security volunteers, and village protection team members, as well as personnel engaged in internal logistics services such as security, catering, and cleaning in public security organs, do not belong to police auxiliary personnel;

4. According to the arrangement of the public security organ, the police auxiliary personnel engage in police auxiliary work under the command and leadership of the people's police of the public security organ, and may not enforce the law alone or in their own name;

5. The municipal and district people's governments shall strengthen their leadership in the management of police auxiliary personnel within their respective administrative areas, incorporate the construction of police auxiliary personnel into the national economic and social development plan, and guarantee the required funds;

6. According to regional development, population size and geographical scope, this Municipality reasonably determines the scale of police auxiliary personnel and scientifically allocates police auxiliary personnel. The employment quota of police auxiliary personnel shall be approved by public security organs, institutions and other departments.

The measures referred to in police auxiliary personnel of public security organs (hereinafter referred to as police auxiliary personnel) refers to the staff who are openly recruited for the society, directly managed and used by public security organs, provide auxiliary support for police activities and related work of public security organs, and do not have the status of people's police, including police auxiliary personnel and service police auxiliary personnel.
