The best way to distinguish scammer companies is to go to the local Maritime Safety Administration (Port Supervision) department and make inquiries. Usually regular companies will definitely deal with these departments.
Seafarers are a special profession, and obtaining various certificates requires money and various trainings. For companies that do not require you to provide certificates, you can basically assume that they are neither scammers nor very informal companies. This profession is very hard and life-threatening, so you need to find a regular company.
