The existing Hanzhong Railway Station was built in 1998, with a two-story frame and a building area of 5,630 square meters. With the rapid development of Hanzhong economy and the continuous increase of passenger flow (it is estimated that in 2020, the number of passengers will reach 6.8 million, and the local transportation volume will be 2.5 million tons), the existing stations can no longer meet the passenger demand and need to be rebuilt and expanded urgently. This time, combined with the great historical opportunity of introducing Xicheng Passenger Dedicated Line into Hanzhong area, the existing Hanzhong Station will be rebuilt and expanded into a high-speed passenger station of Xicheng Passenger Dedicated Line, and a new general-speed passenger station will be built to the north of the railway, and all the freight will be moved to Baohe Station. The preliminary design budget of Hanzhong Station is165438+22 million yuan, with 8 arrival and departure lines for passenger cars (including main lines) and 6 arrival and departure lines for ordinary speed cars (including main lines). The south station building is designed and constructed according to 12000 square meters. Considering many uncertain factors on the north side of the station, the conditions of the north station building and the foundation platform are reserved, which will depend on the situation after the whole line is put into operation. The total construction period of Hanzhong Station is 18 months, which is invested and constructed by Xi Railway Bureau.

Since August 19, 2008, our city held talks with the Ministry of Railways on the construction of Hanzhong Railway, and issued departmental and municipal minutes, in June, 2009, the municipal government set up the Hanzhong Anzhanzhongcheng Railway High-speed Passenger Dedicated Line Construction Coordination Leading Group and Hanzhong Railway Construction Headquarters, with the main leaders of the municipal party committee and the municipal government personally in charge. Several special meetings were held to study the preliminary work of Xicheng Passenger Dedicated Line Station, the reconstruction and expansion of Hanzhong Station, the land acquisition of railway resettlement community and how to do a good job in the preliminary coordination service of the project.

In order to make the planning of Xicheng Passenger Dedicated Line take care of the needs of local economic and social development as much as possible, the municipal government has repeatedly called all relevant departments, counties and districts to talk with the Institute of Railway Science and Technology to study the preliminary work of Xicheng Passenger Dedicated Line construction. On the basis of fully listening to opinions and suggestions from many parties, Han Zheng Han [2008] 143 "Letter on Issues Related to the Construction Scheme of Ancheng Passenger Dedicated Line" was issued to Tieyi Hospital, in which the Xicheng Passenger Dedicated Line was described.

From June 5438+February 10 to June 5438+February, 2008, the Ministry of Railways held a review meeting on the pre-feasibility study report of Xi 'an-Jiangyou section of the new Xicheng high-speed railway in Xi 'an.

From June 5, 2008 to February 2009, the municipal government and relevant counties and districts further negotiated and communicated with Tieyi Hospital on the site setting and route direction.

On March 4th, 2009, the Ministry of Railways approved the proposal for the reconstruction and expansion project of Hanzhong Station with the document Tieji Letter [2009] No.223, and determined the main technical standards, construction scheme, scale, investment estimation and construction period in principle. In this letter, it is particularly emphasized that it was determined according to the minutes of the Ministry and city (Ban Han [2008] 1 10).

From April/KLOC-0 to April 2, 2009, the Engineering Design Appraisal Center of the Ministry of Railways held a review meeting on the feasibility study report of the reconstruction and expansion project of Hanzhong Railway Station in Beijing. At the meeting, the Ministry of Railways put forward three requirements to the municipal government: 1. Before the Planning Department of the Ministry of Railways approved the feasibility study report of Hanzhong Railway Station in mid-April, the municipal government should make a written commitment to the time of land acquisition and demolition and the environmental impact assessment opinions involved in the reconstruction and expansion project of Hanzhong Railway Station; 2. Before the reconstruction and expansion project of Hanzhong Station officially starts in June, the construction of the North Square of Hanzhong Railway Station must start ahead of schedule; 3. Before April 10, the relevant opinions on the feasibility study report and design scheme of Hanzhong Station will be formally replied to the Planning Department of the Ministry of Railways and the Engineering Design Appraisal Center of the Ministry of Railways. Therefore, the municipal government conducted a special study on the construction of Hanzhong Railway Station at the government executive meeting held at 5438+00 on April 6, 2009, and officially approved the Ministry of Railways' station building plan, unified planning, design and construction of the square and the station building, the underpass mode of the East Station Road, the scale of the station line and the square construction.

From April 27 to 30, 2009, the Ministry of Railways hosted a review meeting on the feasibility study report of Xi-Jiangyou section of Xi-Chengdu passenger dedicated line in Beijing, and determined the scheme comparison, route, station layout and investment budget of the project in principle. The meeting reserved the route direction of Chenggu section of our city. Since then, engineers and technicians from the Institute of Iron and Steel Engineering have been stationed in Hanzhong and conducted a two-month fixed-point survey on the Xicheng Passenger Dedicated Line.

On May 22-23, 2009, entrusted by the National Development and Reform Commission, China International Engineering Consulting Co., Ltd. hosted a review meeting of the Jiangyou section of the newly-built Ancheng Railway in Beijing, which reconfirmed the regional layout, functional orientation, construction standards and significance of the project from the national level. The meeting changed a lot in determining the target value of railway speed. Due to the complex terrain along the line, considering the technical factors and the lack of operation and management practice of domestic 350 km/h long railway trunk lines, it is risky to build high-standard passenger dedicated lines on a large scale. Therefore, it is considered that the initial railway speed target value should be built according to the standard of 250 km/h, and the infrastructure should be reserved according to the standard of 350 km/h.

From May 25 to 27, 2009, the Engineering Design Appraisal Center of the Ministry of Railways hosted a preliminary design review meeting for the renovation and expansion project of Hanzhong Station in Beijing. After the meeting, the municipal government, after careful study, replied to the Ministry of Railways with Han Zheng Han [2009] No.55 "Revision Opinions on the Design Scheme of Hanzhong Station Reconstruction and Expansion Project" on the issues of road reconstruction on the east side of the station, reconstruction and expansion of Luo Luo Lu and Hanzhong Grain Reserve on the west side of the station, route alignment and station establishment.

On June 29th, 2009, the Ministry of Railways approved the feasibility study report of the reconstruction and expansion project of Hanzhong Station with the document Tieji Letter [2009] No.866, redefining the "demolition fee of the station area of about 50 million yuan" as 90 million yuan. During this period, the main leaders of the municipal government visited Beijing many times and reported to the Ministry of Railways on the construction of Xicheng Passenger Dedicated Line and Hanzhong Railway Station, hoping to attract the attention of the leaders of the Ministry and fully consider the lack of financial resources in Hanzhong.

From June 9, 2009 to 10, vice mayor Zhang, assistant mayor and director of the Municipal Development and Reform Commission Li Baoyu led the leaders of the Municipal Development and Reform Commission, the Municipal Planning Bureau, the Municipal Land and Resources Bureau and other departments to make special reports to the Planning Department and the Technical Transformation Department of the Ministry of Railways, involving three issues: First, the construction cost of the North-South Square; Second, the problem of grain depot special line; Third, the north-south tunnel of Zhandong Road connects Shima Road. The Planning Department of the Ministry of Railways immediately replied that the construction cost of the North-South Square was traditionally borne by the local government, and the railway department did not bear this construction cost; The problem of grain depot special line can be properly solved technically, and the overall relocation is no longer considered; The railway crossing problem of Station East Road can be designed at the same time, and the scale cost of the new project should be included in the new project, and the construction cost of crossing the existing station scale should be borne by the local authorities.

From August 6th to August 20th, 2009, Mayor, Assistant Mayor Li Baoyu, Director of the Municipal Development and Reform Commission and Deputy Secretary General of the Municipal Government Yang made a special trip to Beijing to report the project to the Ministry of Railways. The leaders of the Planning Department and the Technical Transformation Department of the Ministry of Railways listened to the report, and Comrade Li Baoyu made a report on the East Station Road, the demolition fee for the station building construction, and the construction of the North-South Square on behalf of the municipal government.

On September 29th, 2009, the Ministry of Railways and provincial leaders held a groundbreaking ceremony.

Among them, the buildings, platforms and lines of Xicheng Expressway Passenger Station (South Station): the total land area is about 240 mu, 276 households with 32,000 square meters need to be demolished, and the land acquisition and demolition expenses are 65.438+84 billion yuan; North Square, North Station Building, Platform and Station Line: The total land area is about 133.7 mu, 244 households with 43,900 square meters need to be demolished, and the land acquisition and demolition cost is 654.38+27 million yuan; South Square: The total land area is about 160 mu, which needs to be demolished 157 households with 76,900 square meters. The cost of land acquisition and demolition is 5150,000 yuan.
