According to the spirit of the Interim Provisions on the Evaluation of Social Workers' Professional Level (No.71issued by the Ministry of Civil Affairs [2006]), the Trial Measures for the Management of Post Setting in Public Institutions (No.70 issued by the Ministry of Civil Affairs [2006]) and the Implementation Opinions on the Trial Measures for the Management of Post Setting in Public Institutions (No.87 issued by the Ministry of Civil Affairs [2006]), please refer to the implementation.

I. Scope of application of these measures

These Measures shall apply to people's organizations with social management or service functions, enterprises and institutions that provide social services or participate in social management in the fields of social welfare, social assistance, social charity, community building, rehabilitation of the disabled, special care and resettlement, employment, judicial correction, health services, services for the aged, youth services, marriage and family services, urban and rural communities and rural grassroots organizations, and public welfare social organizations.

Second, the implementation principle

(a) follow the principle of scientific and rational, streamlined efficiency, according to the need to set up posts, competition for posts, classified management.

(two) adhere to the principle of total number of posts, structural proportion and the highest level of control.

(three) adhere to the principle of not adding staff and community full-time staff positions.

(4) Adhere to the principle of corresponding responsibilities, tasks, work standards, qualifications and remuneration.

Three, social work professional post grade, name and promotion and employment conditions

(1) Job grade. According to the actual situation of our city, social work professional posts are divided into four grades (senior social worker, social worker assistant and social worker). Among them, senior social workers are divided into three grades, corresponding to the fifth, sixth and seventh grades of professional and technical posts respectively; Social workers are divided into three grades, corresponding to the eighth, ninth and tenth professional and technical posts respectively; Assistant social workers are Grade 2, corresponding to Grade 11 and Grade 12 of professional and technical posts respectively; Ranked first.

(2) professional title. The common names of social work professional posts from high to low are: senior social worker level 1, senior social worker level 2 and senior social worker level 3; Social worker level 1, social worker level 2 and social worker level 3; Assistant social worker level 1 and assistant social worker level 2; Social workers.

(3) Conditions for appointment and promotion. Adhere to the standard of employing people with both ability and political integrity. Contestants must meet the following basic conditions: abide by the national constitution and laws, fulfill the professional norms of social work, have the prescribed professional, ability or skill level, obtain the corresponding national professional level certificate of social workers (except social workers), and have physical conditions that meet the post requirements. At the same time, employment and promotion shall be implemented in accordance with the following provisions:

1. Senior social worker: it will be determined separately after the state defines the policy of this title.

2. Social worker: hold the intermediate social worker professional level certificate. After obtaining the certificate, I was hired as a third-class social worker for the first time. In principle, social workers are promoted from low to high in the interval, and the working time at each level is not less than 3 years.

3. Assistant social worker: hold the professional level certificate of junior social worker. After obtaining the certificate, he was employed as an assistant social worker II for the first time. In principle, the working time for a second-class assistant social worker to be promoted to a first-class assistant social worker shall not be less than 2 years.

4. Social workers: the following persons who have not obtained the professional level certificate of social workers: those who passed the professional qualification appraisal (Grade III) of social workers in Guangzhou Vocational Skills Appraisal Guidance Center before the promulgation of the Interim Provisions on the Evaluation of Social Workers' Professional Level; Persons with diplomas in social work and social work-related majors in institutions of higher learning; Existing social work practitioners, with high school or technical secondary school education, have been engaged in social work for five years in the field of social work, and have received systematic training in social work, which meets the corresponding requirements.

Four, social work professional post setting and hierarchical structure ratio

According to the social function, responsibilities and tasks, work nature and personnel structure characteristics of this unit, the post setting and hierarchical structure ratio of social work specialty are comprehensively determined.

(A) the structural proportion of post setting

1. People's organizations: The number of posts is not specified for the time being, but posts with social management or service functions in these units should be gradually set up or defined, and social work professionals should be equipped.

2. Institutions: units that mainly provide public welfare social services with professional knowledge of social work shall ensure that professional posts in social work are the main body, generally not less than 70% of the total number of professional and technical personnel; Social work is as important as other majors in the unit, and social work professional posts should generally account for about 50% of the total number of professional and technical personnel in the unit; Social work major is an auxiliary post in the unit post, and social work professional posts generally account for less than 20% of the total number of professional and technical personnel in the unit.

3. Urban and rural community organizations: Urban and rural communities set up social work posts according to a certain proportion of service targets. Social welfare, social assistance, employment service, community correction, psychological consultation, people's mediation, marriage and family service, disabled service, youth service and other jobs in community service institutions are clearly defined as social jobs. Neighborhood (village) people's autonomous organizations can refer to the post setting of urban and rural community organizations to promote full-time staff to improve their professional quality and work level.

4. Social organizations: professional social work institutions and public welfare social organizations that mainly provide services by social work methods. Social work posts are generally not less than 35% of the total number of posts in public institutions; In other public service social organizations that accept services purchased by the government, the proportion of social work posts is generally not less than 25% of the total number of institutional posts.

(B) the proportion of post hierarchy

1. In units that mainly focus on social work professional posts, senior posts are controlled between 20% and 25% of the total number of social work professional posts, and the proportion of intermediate posts is controlled between 30% and 40% of the total number of social work professional posts.

2. Social work professional positions are equally important positions. Senior posts are controlled between 10% and 15% of the total number of social work professional posts, and the proportion of intermediate posts is controlled between 20% and 30% of the total number of social work professional posts.

3. Social work professional posts are auxiliary posts. Senior posts are controlled at about 5% of the total number of social work professional posts, and the proportion of intermediate posts is controlled at 10%-20% of the total number of social work professional posts.

4. The structural ratio of social work professional posts in grades 5, 6 and 7 is 2: 4: 4; The structural ratio between the eighth, ninth and tenth grades of intermediate posts is 3: 4: 3; The structural ratio between 1 1 and 12 junior positions is 5: 5.

The administrative department and its authorized institutions shall take the above post setting requirements as the basis for the registration, annual inspection and daily management of institutions, and as an important indicator for evaluating social organizations engaged in public welfare services. At the same time, as an important condition for social organizations to undertake the government's purchase of services, the labor cost of purchasing service institutions is calculated accordingly.

Five, social work post setting methods and staffing methods

(A) post setting method

Set up social work posts by means of "defining a batch, adding a batch and developing a batch". A number of social work posts have been identified in people's organizations with social management and public service functions and other relevant units and social organizations that actually undertake social management and service responsibilities. In public service institutions and urban and rural community organizations, a number of social work posts will be added through post adjustment and merger. Efforts should be made to develop some social work posts in social work institutions and other public service social organizations.

(B) the allocation of social work talents

All districts (county-level cities) and relevant departments directly under the municipal government should take effective measures to actively promote people's organizations, institutions, urban and rural community organizations and public service social organizations to be equipped with social work talents according to the principles and related requirements for the establishment of social work professional posts. The allocation mode of social work talents combines the promotion, transformation and introduction of professional talents. For people's organizations and institutions, it is mainly through professional training and examination that the professional level certificate of social workers is obtained, and the existing on-the-job personnel are upgraded to professional social workers. People's organizations, institutions and urban and rural community organizations with social work posts should be mainly oriented to social work graduates and professionals who have obtained professional level certificates of social workers when they have time to prepare and recruit, employ or recruit personnel. Public welfare service social organizations are equipped with social work professionals according to the needs of upgrading, transformation and introduction.

Social work professional and technical positions of people's organizations and institutions shall be examined and approved according to the existing procedures; Other institutions are employed according to relevant regulations.

VI. Remuneration and treatment of social workers

(a) people's organizations in the compilation of social work professionals' wages, still according to the current wage system in our city, and by the financial system. The wages of social work professionals in other institutions are still implemented in accordance with the current wage and income distribution system of institutions in our city. For institutions with concentrated social work professionals, the total amount of subsidies can be set at an appropriate level.

(2) The government regularly announces the wage guidance price for social work professionals of public welfare and service social organizations. The remuneration and other welfare benefits of professional and technical personnel engaged in social work in public welfare social organizations shall be determined by the contractor according to the education, qualifications, work ability and task completion of the personnel to be hired. In the pilot stage, public service social organizations can adjust the wage level of local institutions by 10% according to the actual situation in Guangzhou (see annex) to determine the wage cost of government purchasing social services. The government clearly stipulates in the service purchase contract with public service social organizations that the funds used to pay wages shall not be used for other purposes.

These Measures shall be implemented as of the date of promulgation and shall be valid for 5 years. After the expiration, it will be revised according to the actual assessment.
